Minimum Hiring Salary/Position Status:  $45,790 plus/Annual, full-time, benefited, exempt

Work Schedule:  Monday - Friday 8:00 am - 4:30 pm.  Evening and weekend hours may be required, occasional travel required.
Location: This position will be physically located at the Human Nutrition Research Center.

Reporting to the Vice President for Research & Economic Development, this position is to serve as the HNRC Coordinator and Administrative Officer, providing human resource and financial services for the USDA/ARS/Grand Forks Human Nutrition Research Center (HNRC) and for the Computational Research Center (CRC), and coordinating post-approval monitoring of Institutional Animal Care and Use Committee (IACUC) protocols.

Major duties and responsibilities include but are not limited to:

1. Direct the daily operations of the sponsored agreements between UND and the GFHNRC

-Work with the Research Division staff to evaluate, negotiate, and implement new agreement(s) between the University of North Dakota and the USDA/ARS/GFHNRC
-Communicate with the Federal Center Director and Administrative Officer, as well as UND Grants & Contracts Administration Office personnel to resolve actual and potential contract issues.Works with the Research Division staff to evaluate, negotiate, and implement new agreement(s) between the University of North Dakota and the USDA/ARS/GFHNRC
-Communicate with the Federal Center Director and Administrative Officer, as well as UND Grants & Contracts Administration Office personnel to resolve actual and potential contract issues.

2. Administer the human resource and payroll functions at the GFHNRC and the CRC
3. Administer the fiscal affairs of the sponsored agreements at the GFHNRC and the CRC

-Assist with preparing and submitting the budgets for sponsored agreements in compliance with all USDA and University guidelines
-Submit budgets for both the USDA and UND
-Review and approve all expenditures on the sponsored agreements for compliance with contract specifications, sufficiency of funding, and proper completion of documentation
-Prepare budget information as necessary for the completion of task orders, and assist in routing orders to the proper officials for approvals
-Assist with budget planning and input of annual budget

4. Direct completion of contract activities through department supervisors

-Provide direction for all UND department supervisors at the GFHNRC as necessary to ensure completion of Federal work orders and requests according to specified contract and research guidelines within established time schedules.
-Meet as needed to facilitate information exchange and track departmental progress towards overall goals and objectives.
-Participate in Federal committees and meetings to facilitate the completion of contract activities.

5. Preparation of reports and documentation
6. Coordinate post-approval monitoring of Institutional Animal Care and Use Committee (IACUC) protocols

-Coordinate with Attending Veterinarian, Center for Biomedical Research, and IACUC Chair to determine the schedule of protocols that will undergo post-approval monitoring annually
-Coordinate with investigator and investigator staff to schedule the post-approval monitoring site visits
-Develop/maintain checklists, forms, templates, etc. for use by post-approval monitoring team in conducting and reporting on site visits
-Develop/maintain checklists, forms, templates, etc. for use by investigators and laboratory staff to ensure appropriate record-keeping is being used in research laboratories
-Track where investigators/protocols are in the post-approval monitoring timeline
-Distribute post-approval monitoring reports to the IACUC and to investigators
-Follow-up with investigators as necessary to ensure action steps have been completed
-Track investigator and laboratory staff training to ensure all training requirements current
-Complete the IACUC and post-approval monitoring training modules to gain an understanding of the work of the IACUC and the expectations for a post-approval monitoring program


Required Competencies:

Minimum Requirements:

  • Bachelor’s degree in Business Administration, Accounting, or related field, or two years of college and three years of directly related work experience
  • Three years of experience in the areas of personnel administration, budget administration, or general financial administration
  • Supervisory experience
  • Experience working with Microsoft Word, Excel, and Outlook
  • Valid Driver’s License
  • Successful completion of criminal history background check and ability to be bonded

Preferred Qualifications:

  • Experience working in a university setting
  • Experience working with UND’s policies and procedures
  • Experience working with the AppliTrack Recruiting System, PeopleSoft HRMS, Perceptive Content
  • Knowledge of biomedical sciences
