TITLE:                                   PRINCIPAL
 
QUALIFICATIONS:             1.         Specialist Degree or approved six year program school administration and certification by the State Department of Education.
                                             2.         Have at least five years of teaching or administrative experience.
 
REPORTS TO:                    Superintendent of Schools
 
SUPERVISES:                    Certified and Classified Staff, Dean of Students, and Maintenance and Operations Coordinator
 
PRIMARY FUNCTIONS:   1.         The principal is ultimately responsible for providing students the best possible education within the district’s resources.
                                           2.         The principal is responsible for the supervision of all teaching, administrative, clerical and service staff members in his or her school.
                                           3.         The principal is responsible for the supervision of the education program in his or her school, particularly in the areas of curriculum and instruction.
                                           4.         The principal maintains a close relationship with the superintendent to assure that the programs and policies of the school board are carried out in an efficient and uniform manner.
                                           5.         The principal serves on the district management team.
 
PERFORMANCE RESPONSIBILITIES:
           
            1.         Curriculum Development, Supervision and Evaluation
                        a.         Knows district and school curriculum, ensures teaching of the written curriculum, helps staff use curriculum resources.
                        b.         Participates in and leads curriculum development activities commensurate with school and district goals.
                        c.         Provides opportunities and encouragement for staff to increase program expertise.
                        d.         Utilizes appropriate school and community personnel in evaluating curriculum.
                        e.         Identifies curricular and extracurricular needs by analyzing current programs and student achievement.
                        f.          Regularly uses the results of student testing to identify problems and implement programs and student achievement.
 
            2.         Student Assessment and Monitoring
                        a.         Emphasizes student achievement as the primary outcome of schooling.
                        b.         Systematically assesses and monitors student progress using objective and verifiable information whenever possible.
                        c.         Provides meaningful information to parents and other regarding student progress.
                        d.         Works with staff to systematically identify and respond to at-risk students; makes referrals to appropriate outside agencies when needed.
           
            3.         Student and Staff Relations
                        a.         Models and facilitates positive human relations skills; effectively interacts with others.
                        b.         Solicits information from school personnel and community in gauging school climate.
                        c.         Recognizes efforts of students and staff.
                        d.         Promotes improvement of student and staff self-image.
                        e.         Fosters collegial working relationships with and among teachers and staff.
                        f.          Communicates high expectations for both staff and students and provides appropriate motivation.
                        g.         Understands and manages contract between the Cass Lake-Bena Teachers Association, Cass Lake-Bena Education Support Professionals and the Cass Lake-Bena School District.
                        h.         Seeks student recommendations on issues related to student activities.
 
            4.         Establishing an Effective Workplace
                        a.         Develops and maintains positive staff morale.
                        b.         Implements a discipline code that is fair and promotes orderliness and student learning.
                        c.         Defines and articulates a school philosophy with vision.
                        d.         Protects instructional time by minimizing interruptions to the instructional process, student absenteeism, and staff workload.           
                        e.         Coordinates student and teacher schedules to promote central objectives and minimize conflict.
                        f.          Maintains high visibility in the school.
                        g.         Promotes a climate that balances openness and control.
                        h.         Provides for adequate supervision and maintains acceptable student behavior at all school sanctioned or sponsored activities.
                        i.          Orients new teachers to school programs and available resources.
 
            5.         Staff Supervision and Personnel Evaluation
                        a.         Plans and implements a systematic personnel evaluation program that staff understands.
                        b.         Continually monitors and revises the evaluation system utilizing information from appropriate personnel.
                        c.         Writes thorough, defensible, and insightful evaluation reports.
                        d.         Demonstrates objectivity in personnel evaluation.
                        e.         Makes personnel assignments based on the knowledge of employee’s ability, qualifications, past performance, and  school needs.
                        f.          Recognizes and response to borderline performance and recommends removal of when necessary.
                       
            6.         Communications and Community Relations
                        a.         Listens and responds appropriately to staff, student, and community concerns.
                        b.         Respects differences of opinion and fosters open communication among staff.
                        c.         Develops communications that reflect and support management team decisions and school board policies.
                        d.         Communicates effectively with students individually, in groups, and in school assemblies.
                        e.         Speaks and writes effectively.
                        f.          Keeps the superintendent and other appropriate central office administrators informed of school activities and problems.
                        g.         Communicates and works with central office, supervisory personnel, and other administrators to share ideas, problems, expertise, and personnel.
                        h.         Interacts with school district and parent groups to prompt positive outcomes.
                        i.          Keeps the community informed about school activities through newsletters, attendance at parent meetings, etc.
                        j.          Encourages parent visits and involvement in decision making.
                        k.         Seeks appropriate community involvement in decision making.
                        l.          Provides appropriate programs for community audiences.
                        m.        Effectively uses community resources and volunteers to promote student learning.
                        n.         Represents or delegates a representative to be present at extracurricular educational, social and athletic functions.
 
            7.         Decision-Making and Problem Solving
                        a.         Considers research when making decisions.
                        b.         Considers alternatives and consequences in the decision-making process.
                        c.         Makes decisions in a timely fashion and maximizes decision effectiveness by follow-up actions.
                        d.         Clearly communicates decisions and rational to all affected.
                        e.         Seeks information from appropriate sources and strives for consensus in the decision-making process.
                        f.          Identifies problem areas and seeks solutions before crisis situations develop.
                        g.         Effectively delegates decision making and problem solving to appropriate personnel.
                        h.         Implements needed change with appropriate support of staff, students, and community.
                       
            8.         Professional Development
                        a.         In cooperation with staff development committee, identifies, plans and implements staff development programs in accordance with assessed needs.
                        b.         Plans and implements individualized instructional improvement programs when necessary.
                        c.         Effectively utilizes the expertise of school personnel, including self, in staff development and in-service programs.
                        d.         Helps staff develop and implement objectives for themselves and students.
                        e.         Provides opportunities for staff to share and demonstrate successful practices.
                        f.          Provides space, time, consultants and other assistance for teachers to develop new or special instructional materials.
                        g.         Develops skills through participation in professional activities and organizations.
                        h.         Keeps abreast of current changes and developments within the profession.
                        i.          Views self as a role model for expected staff behavior.
                        j.          Perceives self as a change agent; works for self and  organizational renewal.
 
            9.         Building Management, Record Keeping, and Financial Management
                        a.         Establishes and maintains rules and procedures for student and staff safety.
                        b.         Provides an aesthetically pleasing environment in the school.
                        c.         Monitors plant, office, and equipment maintenance.
                        d.         Provides for timely repair of school facilities and equipment.
                        e.         Effectively copes with crisis and emergencies.
                        f.          Maintains accurate personnel, student, and fiscal records.
                        g.         Prepares accurate budgets and effectively monitors expenditures.
                        h.         Prepare required district reports accurately and efficiently.
                        i.          Handles routine administrative matters effectively.
                        j.          Anticipates future building and equipment needs; plans appropriate activities.
