Minimum Salary/Position Classification: Commensurate with experience, 12-Month, Full-time, Benefited, Exempt

The Program Manager position for the Northern Plains UAS Test Site (NP UAS TS) will be responsible for establishing and successfully deploying a statewide UAS network. This individual will act as the primary point of contact and manage projects/initiatives as part of the deployment of a statewide UAS network. The Program Manager will lead initiation, planning, design, execution, monitoring, and controlling of this effort. Responsibilities include, but are not limited to, planning and defining project scope, project budget creation and evaluation, participating in field project activities, overseeing/participating in data collection efforts, creating charts, schedules, documents, and reports, and insuring deliverables are met by project deadlines. This position is key to presenting the image of the NP UAS TS.  Public relation skills are necessary and the ability to interact with people at all levels is required. Travel may be required. In addition, motivation, confidence, high attention to detail, and ability to be a self-starter are critical components to meet demands of this position.

This job has specifically been created to manage the development and deployment of a statewide network infrastructure to support UAS operations. The State of North Dakota has allocated state funds to support this infrastructure development. Other projects may be assigned as determined by workload and relationship to the statewide infrastructure project.


Perform as a NP UAS TS Program Manager for the Statewide UAS Network:

  • Manage statewide UAS network efforts, including by not limited to:
    • Prepare and manage program budget.
    • Manage risks and issues and track corrective measures.
    • Coordinate program projects and their interdependencies.
    • Manage utilizing resources across projects within the program.
    • Managing stakeholder communications.
    • Maintain accurate tracking of program, goals, objectives, and deliverables.
    • Prepare materials for submission to funding agencies, including any reporting requirements.
    • Create charts, graphs, and schedules as needed to support successful execution of the program.
    • Facilitate and manage program meetings and appropriate support documentation for participants.
    • Manage team of personnel supporting activities of the statewide UAS network deployment.
  • Manage team of personnel supporting activities of the statewide UAS network deployment.
  • Perform various clerical duties including typing, answering phones, preparing correspondence, and completing applications and forms.
  • Performs various editorial duties including writing, reviewing, and editing various materials for publication and use within the NP UAS TS.
  • Prepare program specific presentation materials for external conferences and meetings.


Establish and administer the statewide UAS network:

  • Perform daily program management efforts throughout lifecycle of the program.
  • Define program controls.
  • Plan, design/shape, and implement the program.
  • Attend and participate in meetings and conferences.
  • Support developing relationships with potential partners of the statewide network solution.
  • Support creation of new marketing materials.
  • Work with clients and vendors through the contracting process.
  • Develop business partnerships as needed.

  • Proven ability to handle multiple priorities in busy office setting.

Minimum Requirements:

  • Undergraduate Degree.
  • 4 or more years of program management experience.
  • Experience working on key UAS related topics.
  • Understanding networked infrastructure supporting aviation.
  • Experience with interagency collaboration at the state and federal levels.
  • Participation/Experience on related industry committee activities (e.g. ASTM, RTCA, etc.)
  • Experience managing multi-million dollar programs.
  • Experience developing program timelines.
  • Experience working with exterior vendors to meet program deadlines. 
  • Experience working with remote vendors and internal teams.
  • Experience in requirements development and documentation.
  • Supervisory experience.
  • Technical document writing and proofing experience.
  • Experience with budget development and management.
  • Valid Drivers License.
  • Successful completion of a criminal history background check.
