Minimum Hiring Salary/Position Status:  $53,000 plus/annual, full-time, benefited, exempt
Benefits: Includes single or family health care coverage (premiums paid for by the university), basic life insurance, EAP, retirement plan, tuition waiver, annual and sick leave.  Optional benefits available: supplemental life, dental, vision, flexible spending account, supplemental retirement plans.
Work Schedule:  Monday - Friday 8:00 am - 4:30 pm.  Evening and weekend hours may be required, occasional travel required.

This position provides pre-award administration for sponsored research, service, and instructional programs in accordance with federal, state, and commercial contractual requirements and University policies and regulations.  This work is done in coordination with the other office staff and encompasses all pre-award aspects of financial awards. 

Major duties and responsibilities include but are not limited to:

Negotiation of Research Related Agreements

  • Prepares, or reviews and negotiates, and administers research related agreements. Including but not limited to, award agreements, federal contracts, subcontracts, research service agreements, leases, bailments.
  • Refers questionable clauses to the Director of the Office of Research & Sponsored Program Development for approval.
  • Finalizes and processes agreements.

Proposal Review and Submission

  • Reviews and processes proposals – includes assisting in RFP language interpretation and requires extensive review of federal terms and conditions at proposal stage.
  • Provides final approval of and submits proposals for sponsored funding.
  • Manages online agency portals by maintaining UND profile and creating PI user access.
  • Troubleshoots user profile, access and submission issues arising during proposal preparation, submission, award generation and reporting.
  • Performs other duties as assigned.

Support Export Control Efforts

  • Screening end users, end use and countries for exported technology.
  • Screening subcontractors and visitors to controlled facilities.
  • Determining international travel requirements including those for embargoed and sanctioned countries.
  • Establishing procedures for documenting and monitoring on-going projects as required by the regulations.
  • Drafting and maintaining a manual of standard operations and procedures to provide consistency and compliance for all offices involved in exports and travel matters.
  • General support for RSPD Director on Export Control.

Novelution

  • Participates in development effort on the development and management of Novelution, a pre-award proposal and award management system. 
  • Includes testing system through development and providing feedback for software development team; deploying campus training for PIs, departmental admin and administration; and supporting campus system users. 


Required Competencies:

  • Must have significant experience with MS Office applications and robust computer skills.
  • Must be detail oriented and accurate.
  • Must have strong interpersonal, verbal and written communication, and organizational skills and have demonstrated ability to prioritize multiple tasks and deadlines.
  • Must be self-motivated.
  • Must be able to function independently as well as part of a team.
  • Must be flexible in an environment of continually changing priorities.
  • Must possess maturity to handle confidentiality of sensitive information.
  • Must demonstrate excellent problem-solving skills and critical analyses abilities.
  • Must have ability to make sound business decisions.

Minimum Requirements:

  • Bachelor’s degree in Business Administration, Accounting, Contract Law or closely related field.
  • Valid Driver’s License.
  • Successful completion of a Criminal History Records Check.

Preferred Qualifications:

  • Advanced degree in related field.
  • Two years directly related experience.
  • Experience interpreting and applying policies and procedures.
  • Experience working with contracts and/or agreements.
  • Knowledge of the OMB Uniform Guidance.
  • Experience in a university setting.
  • Knowledge of PeopleSoft HRMS / Finance modules or other ERP applications.
