DUTIES & RESPONSIBILITIES

  • Performs the position-specific STAR service expectations, as outlined by the department.
  • Supervises all Administrative Executive, Accounting and Cage staff. Directly supervises Administrative Executive, Controller, Hard Count Supervisor, Soft Count Lead and Cage Manager. Indirectly supervises 105 team members. Manages the selection, training, development and performance of assigned staff to retain a motivated, professional workforce for Shooting Star Casino, Hotel & Entertainment.
  • Ensures that Shooting Star gaming operations are in compliance with all applicable tribal, state and federal laws and ordinances and oversees the integrity of gaming operations and the preparation of required regulatory agency reports. 
  • Develops and implements strategies, changes and enhancements in respect to operations, facilities and staffing levels to amplify guest satisfaction, increase player activity, increase revenues and minimize costs.
  • Establishes guest services and guest development programs to ensure guest retention and satisfaction and that professional standards of guest service and satisfaction is achieved and maintained throughout each property.
  • Oversees and reviews the development of effective guest satisfaction measurements and executes appropriate action to maximize positive trends.  
  • May resolve guest or employee complaints and issues within established policies and procedures and has final decision authority for the properties.
  • Implements, improves and is accountable for effective team member and management communications throughout the Shooting Star, StarMart, and franchise facilities. 
  • Assist in the development of talents and skills of executive management and team members and promotes the employment and professional development of qualified tribal members.
  • Leads the in the development of corporate wide strategies and policies and provides information and direction to all management staff in management meetings.
  • Is accountable for the development and growth of all team members and for serving as a role model in respect to the code of conduct of Shooting Star Entertainment and Gaming Authority. 

 

Manages the selection, training, development and performance of assigned staff to retain a motivated, professional workforce for Shooting Star Casino, Hotel & Entertainment.

  • Recruits and selects applicants for job vacancies considering the requirements of the job, and the skills/abilities of applicants.
  • Establishes and communicates job responsibilities and performance expectations to assure mutual understanding of desired results.
  • Assesses team member performance, provides positive and constructive feedback on an ongoing basis to reinforce desired results.
  • Identifies training and/or development opportunities that will assist the team member in achieving enhanced job performance and/or career objectives.
  • Assures job descriptions are maintained and current.

 

Develops and manages the annual budget for each Shooting Star Casino, StarMart Convenience Stores, and designated franchise outlets to assure the effective and efficient use of financial resources, meeting established objectives.

  • Anticipates and plans for needed resources to support departmental programs and systems.
  • Prepares preliminary budget drafts.
  • Presents proposed budgets and secures approval from Tribal Council.
  • Reviews the budget on a monthly basis with each departmental director or manager, keeps executive management and Tribal Council informed of any major variances from budget.

 

Performs supervisory responsibilities in accordance with the Shooting Star Entertainment and Gaming Authority rules, regulations, policies and procedures.

  • Evaluates and documents team members work performance through usage of the current corporate evaluation process.
  • Provide coaching sessions.
  • Planning, assigning, scheduling, and directing work to team members.
  • Review applications and files for position openings. Establishes questions and interview for hiring and promotions according to policies and procedures.
  • Establish and comply with budget objectives.

 

Participates in formulating and administering company policies, directing and coordinating all department activities to develop and implement long range goals and objectives to meet business and profitability growth objectives.

  • Reviews analyses of activities, cost, operations, and forecast data to determine departmental progress toward stated goals and objectives.
  • Confers with Chief Financial Officer, Directors and other administrative personnel to review achievements and discuss required changes in goals or objective resulting from current status and conditions.
  • Direct or assist in preparation of all operational budgets; review for fiscal soundness and accomplishment of Tribal Council goals/objectives.

Develops, reviews, updates and implements business strategic planning to improve financial performance.

  • Determine and direct the marketing strategy to develop new clientele, improve market position and enhance revenue. Analyze cost of sales and adjust tactics to optimize profit.
  • Reviews and approves preparation of accounting analysis: for budgetary planning an implementation, production efficiency, financial reporting, budgetary planning and submittal for capital expenditures.
  • Plans and directs investigations and negotiations pertaining to the business operations.

Controls, coordinates and integrates the annual and long-range financial business plans related to overall management objectives, including projections of sales, costs, net income, cash position, ability and capital requirements. 

  • Assists the General Managers and Directors in establishing current and long range objectives, plans and policies for the entire company.
  • Assists the General Managers and Directors with Strategy Development and identifies funds for strategies.
  • Analyzes the plans and makes recommendations to ensure a realistic viable business plan from a financial viewpoint. Will secure financing for applicable projects.
  • Provides advice, guidance, direction and authorization to carry out major plans and procedures, consistent with established policies, to obtain specific goals and objectives.

Ensures timely and credible accounting and financial reports communications that summarize the results of operations including communication of; general ledger, financial reports, profit loss, balance sheet, and asset management. 

  • Develops, maintains, and implements a comprehensive system of financial statements to provide management, financial institutions, and government regulatory agencies with pertinent information concerning operating results of each segment of the company. Ensures that accurate processing and recording of financial transactions for all departments occurs timely.
  • Generate timely, accurate comparative and analytical reports that provide information on the success of operations relative to Gaming Commission goals, company goals, with comparison to results achieved in prior periods.
  • Reviews and approves the financial aspects of the acquisition or disposal of property or investments.

Reviews the operating results of the company, comparing results with approved budgets, policies and procedures. 

  • Take lead on controlling monitoring and reporting of expenditures.
  • Works with the General Managers, Directors and department managers to ensure that appropriate measures are taken to correct unsatisfactory results.
  • Provide training, feedback and counsel to General Managers, Directors and department managers in budgets or other financial matters relative to their respective areas.
  • Present information to General Managers, Directors and department managers in a clear and understandable manner. 
  • Directs the preparation, reporting and analysis of the companies operating budgets.  Reviews actual results to budget with department managers on a monthly basis.
  • Assists in reviewing, analyzing and interpreting stats and financial information to ensure that operating results in terms of profitability, performance against budget  are handled with the appropriate corrective action.  

Monitor all activities on property, ensuring that all applicable laws, rules, regulations, controls and policies are enforced and reviews internal controls to ensure proper compliance. 

  • Ensures any applicable compliance reporting requirements are met.
  • Directs, coordinates and monitors the activity of the company’s independent auditors.
  • Prepare and submit required or regulated reports by any agency affiliated with Shooting Star.  This may include reports to the IRS, NIGC, Gaming Commission, and other bank, auditor, insurance providers and investment firms.

 

Listens and responds to guest concerns to maintain a high level of guest satisfaction.

  • Refers guest to the appropriate departments or function for issue resolution.

Performs other duties and responsibilities as required or assigned.

Minimum Requirements

EDUCATION & EXPERIENCE

Bachelor’s Degree (B.S.) in Accounting or Finance, MBA and/or CPA highly desirable.  Must have 5 years of experience directly related to position and who can demonstrate executive-level leadership ability.

Certificates, Licenses & Designations

Must meet White Earth Backgrounds and Compliance licensing requirements as prescribed by the Tribal-State Compact and NIGC for gaming.

  • *Shift differential of additional $1.25/hr for swing and night shift and an additional weekend differential of $1.25/hr. Requirements based on position. Available for hours worked after a team member completes their 90-day probationary time frame.
