As a Human Resources Specialist 2 for the Minnesota Department of Transportation (MnDOT) District 4 Detroit Lakes, you will partner with leaders to proactively and strategically address staffing and workforce planning needs and challenges; You will guide the hiring process by helping to develop position descriptions, creating postings, screening resumes, assisting with developing interview questions, and advising on selection and compensation.  You will advise on the interpretation and application of union contracts and plans, HR policies, processes and practices, and offer potential solutions. You will also perform job analysis and document classification determinations.  You will provide consultation on the Family Medical Leave Act and benefits; and provide support to and assist with the district wellbeing committee.

Minimum Qualifications:

  • Two (2) years of professional human resources experience or a Bachelor's degree plus one (1) year of professional human resources experience which includes recruitment, job analysis, assessment and selection or which includes experience as stated above. 

To be credited, experience on the resume should also demonstrate:

  • Ability to manage various employee selection processes as well as knowledge of selection principles, policies and practices;
  • Ability to analyze job content along with knowledge of classification principles and practices sufficient to conduct job evaluations, recommend classifications, and to properly allocate individual positions within the agency; and
  • Knowledge of applicable federal and state employment and labor laws/regulations (e.g., ADA, EEO/AA, FLSA, collective bargaining, and data practices) sufficient to perform human resources duties effectively.

**If advanced to the finalist pool, applicants, during the job interview, will be assessed on criteria that will include the following:

  • Analytical and problem-solving ability (judgment/decision-making) sufficient to evaluate complex information, research answers to problems and/or concerns and make decisions and/or recommendations within acceptable timeframes.
  • Strong interpersonal, written and verbal communication skills sufficient to effectively defend personnel management policy/practice to individuals and groups, compose or present responses to requests for information, present to groups, meet with prospective applicants; and represent the department professionally.
  • Human relation skills, discretion, understanding and adherence to confidentiality sufficient to establish and maintain effective working relationships with employees, management and the public.
