Hiring Department Energy & Environment Research Center (EERC)

Minimum Hiring Salary/Position Classification:  $45,000+ with Experience, Full-time, Benefited, Exempt
Benefits: Includes single or family health care coverage (premiums paid for by the university), basic life insurance, EAP, retirement plan, tuition waiver, annual and sick leave.  Optional benefits available: supplemental life, dental, vision, flexible spending account, supplemental retirement plans.
Work Schedule:  Monday–Friday; 8:00 a.m. – 5 p.m.; occasional work outside of regular hours.

The Human Resources (HR) Officer assists in providing HR support, advice and counsel on all HR related matters including but not limited to employee relations, organizational development/change, performance management, compensation, talent acquisition/recruitment support, talent development delivery and HR related legal compliance.

Major duties and responsibilities include but are not limited to:

Manages the recruiting/staffing/hiring process for the EERC staff in in the 4000–7000 job families:
 

  • Assists with developing recruitment strategies including review of all 4000–7000 and student open positions and job descriptions, assisting Principal HR Officer, marketing in developing a search and sourcing plan, and identifying target markets and recruitment sources in collaboration with the UND Recruiting Manager.
  • Works with hiring managers to constructs ads, and determines deadline and place of advertising in coordination with the UND Recruiting Manager.
  • Enters and monitors the recruitment in the applicant tracking system.
  • Provides guidance to managers and supervisors in interviewing and hiring process.
  • Identifies best-qualified applicants by screening applications for education and experience requirements according to NDUS/UND policies and procedures and refers to managers and supervisors for final interviewing. Recommends and extends formal offer of employment, and ensures all new hire paperwork and background checks have been completed.
  • Works with managers and supervisors to construct reasons for hire/non-hire.
  • Handles and coordinates all hiring paperwork and/or electronic processes for hiring procedures as appropriate, including the review of payroll paperwork and hire approval.
  • Provides guidance to clients on preemployment and on-boarding process for staff positions and partners with supervisors and department administrators to ensure newly hired staff will receive appropriate guidance in their introductory periods regarding expectations and documentation.
  • Works with supervisors to construct student ads, submits to UND Career Web site, and hires individual using the same website.
  • Computer skills with Word, Excel, Access, web-based HRMS database and other software to facilitate work assignments.
  • Assists Principal HR Officer in reviewing policies and procedures.
  • Oversees EERC employee orientation, and works with Director of Employee Development and Engagement on the Ambassador Program and corporate culture training.
  • Updates new hiring checklist as needed, working with EERC personnel who are part of the hire process.


Processes HR and payroll form, enters new hires or term in PeopleSoft and compliances and updates in EERC HR database:
 

  • Hires all 4000–7000 employees in PeopleSoft.
  • Once hire is confirmed in PeopleSoft, starts the hiring process at the EERC.
  • E-mails IT, administrative assistant for assigned area, front desk, and other EERC employees who need to know about the new hire.
  • Processes terminating employees according to EERC out-processing guidelines.
  • Accurately completes personnel actions (appointment forms), obtains required signatures, and forwards with any required paperwork to the appropriate UND office with enough lead time to meet payroll-processing deadlines.
  • Creates new files for each new employee. Assists employees with changes in benefits, advises them on routine policies/procedures, and completes change forms. When employee terminates, updates files with forwarding address, and forwards mail to terminated employees.
  • Accurately completes personnel information forms, and inputs the information into the EERC database.
  • Maintains employee files on all new, former, and current employees at the EERC.
  • Updates files each pay period. Reviews employee information on Oracle, ensuring EERC records match UND records.


Employee Relations:
 

  • Assists Principal HR Officer in providing guidance on day-to-day employee relations issues and appropriate investigations and resolution, including handling sensitive and confidential matters with discretion and tact.
  • Assists Principal HR Officer in providing a model for effective performance management including coaching on positive employee relations as well as appropriate and effective strategies for handling disciplinary issues. Ensures that all UND/NDUS/SBHE/NDCC policies, procedures, and laws are followed.
  • Educates employees on relevant policies and procedures relative to employment issues as well as the legal aspects and implications of various decision options, ensuring compliance with federal, state(s), and local employment laws and University policies and procedures.
  • Works with Principal HR Officer and Director of Employee Development and Engagement to provide support and expertise regarding employee development, professional growth, and career mobility within the EERC and University. Assists with identifying training and professional development requirements at the local and University levels as well as delivering and facilitating various types of training activities.
  • Provides policy guidance, and ensures compliance with FMLA and Americans with Disabilities Act ADA.
  • Coordinates with Principal HR Officer on staff performance evaluation system, ensuring that accurate performance standards are developed and maintained. Works with supervisors to ensure that annual evaluations are reviewed and completed in a timely manner.


Special events, special projects, and miscellaneous duties:
 

  • Gathers and prepares reports and statistical data for reports that benefit the EERC. Completes all work using advanced skills with personal computer.
  • Reviews and files work study student earnings report. Notifies supervisor of students approaching earnings limit. Notifies student how to apply for more funding.
  • Utilizes initiative to continually pursue enhancement of position responsibilities. Works with Principal HR Officer for yearly evaluation and salary increases.


Human Resources Processes/Committees/Competencies.
 

  • Serve as an EERC representative on committees, working groups as assigned regarding HR related function as a member of the EERC Human Resources Department or with relation to their HR related duties and/or opportunities arise with experience.
  • Run reports/queries as necessary to support the EERC.
  • Other duties as assigned.

  •  Must be able to work independently as well as in a team environment. Must be able to communicate professionally with the public, students, faculty, staff, and coworkers. 
  • Must be able to maintain confidentiality of sensitive information in accordance with open records laws.

Minimum Requirements:
 

  • Bachelor’s degree in relevant area.
  • 1 year of experience working directly in a Human Resources Department/Human Resources role
  • Proficient with Microsoft Word, Excel, PowerPoint and Outlook software
  • Successful completion of Criminal History Background Check.

Preferred Qualifications:

  • 2 or more years of experience in a Human Resources Department/Human Resources role.
  • Experience working in higher education. 
  • Experience working with UND, NDUS, and SBHE policies and procedures.
  • Experience working with PeopleSoft HRMS
