POSITION DESCRIPTION: The Community Service Officer performs a variety of fieldwork in the enforcement of City ordinances and other laws and regulations relating to animal control and parking enforcement. Incumbents locate and secure lost, abused or nuisance animals, provide information and assistance to residents, and maintain required equipment. Incumbents conduct follow-up investigation and services regarding animal bites or animal cruelty incidents. Incumbents also perform parking enforcement in residential and commercial areas of the City. Incumbents perform duties relative to securing and processing found or abandoned property.

Scope of Responsibility:
Positions in this class are expected to work independently and not within the immediate presence of a supervisor, however a supervisor is within close reference in situations of uncertainty. Work duties are performed within established standards and procedures. Handles moderate amounts of cash or check receipts - typically $200 or less. PRIMARY RESPONSIBLITIES: 1 Performs animal control duties.

1.1 Patrols the City to observe violations of animal control ordinances and respond accordingly;
1.2 Responds to complaints from citizens regarding animals; discusses situation with owner and/or complainant; determines if there is a violation of ordinance; issues warnings or citations;

1.2.1 Issues citations for violations such as animals at large, failure to collect waste

1.3 Provides information and assistance to citizens such as discussing ordinances, department policies, or animal control procedures;
1.4 Captures wild, stray, or hostile and aggressive animals using various animal control tools, including the use of a tranquilizer gun, or takes other corrective action as necessary; decides when use of the tranquilizer guns is appropriate and safe;
1.5 Contacts police officers or emergency personnel as needed;
1.6 Transports captured animals to the animal pound or emergency animal clinic;
1.7 Prepares reports of incidents and submits copies to supervisor for review as required;
1.8 Performs follow-up investigations on animal bite/attack incidents including verifying rabies vaccination with veterinarian, animal quarantine, contacting victim and/or owner with rabies information.
1.9 Investigates animal cruelty incidents, barking dog investigations; interviews complainants, suspects and witnesses; prepares case reports for criminal charges in cruelty cases;

1.10 Testifies in court regarding animal attack or animal cruelty, barking dog cases.


2 Performs parking enforcement in residential and commercial areas throughout the city.

2.1 Patrols a designated area of the city; marks tires and records license plates of cars parked in time zones and records time; issues tickets to cars exceeding time limits and/or violatingother city ordinances such as parking in a no parking zone, double parking, parking too close to a hydrant, etc.;
2.2 Arranges for the impounding of cars according to established guidelines and maintains records of such actions as required;
2.3 Maintains working knowledge of parking issues/concerns; plans strategies to deal with parking concerns;
2.4 Answers public questions regarding parking issues.


3 Performs general traffic and public safety functions.

3.1 Assists with traffic control during emergency situation;

3.2 Reports accidents, road hazards, malfunctioning traffic lights, downed street signs, etc. to ensure proper city personnel are aware of the situation;
3.3 Responds to calls of found or abandoned property, including bicycles; secures and stores property, impounds bicycles and transports them to storage facility and twice a year to bike auctions; do stolen bike reports when there are no suspects;
3.4 Utilizes computer skills to research and follow up on stolen bicycle complaints in an effort to identify theft patterns and to return bicycles to the rightful owners.
3.5 Takes reports of graffiti (criminal mischief and maintains a database of all graffiti reports to prevent duplication of reports. Advises property owners of graffiti eradication and prevention.


4 Performs general administrative services.

4.1 Responsible for internal and external delivery and pick-up of some mail;
4.2 Handles cash or checks from fines; brings to records for deposits.
4.3 Picks up license checks; delivers City licenses to vets


5 Communicates and maintains working relationships with others in carrying out job functions.

5.1 Frequently interacts with the public to exchange basic fact information as requested or as necessary to perform job duties;
5.2 Interaction with the public occasionally includes detailed information about risks involving animal behavior and the potential impact of failure to control animals;
5.3 Some interaction requires effort to calm or reason with irate citizens;
5.4 Conducts animal safety presentations in schools, or to interested citizen groups;
5.5 Contributes to monthly media announcements pertaining to animal or parking related issues;
5.6 Frequently interacts with others in the work unit to exchange detailed and/or technical information.


6 Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

6.1 Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
6.2 Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
6.3 When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.


7 Cleans and checks vehicle and equipment to ensure proper function. Lights, brakes, oil, gas, air in tires.

8 Performs other duties and activities as assigned.
  MINIMUM QUALIFICATIONS: The job requires a high school diploma and one year of previous experience in the handling and/or care of animals, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver's license is also required. Job holders must become trained in the use of an animal tranquilizer gun within 12 months of employment.

Knowledge, skills and ability include:

  • Knowledge of common breeds of animals and their behavior;
  • Knowledge of City ordinances pertaining to animals and parking;
  • Knowledge of chemical and safety applications for tranquilizer gun;
  • Knowledge of proper traffic control techniques;
  • Computer knowledge for information research/follow-up purposes
  • Skill in handling animals and in the use of capture/storage equipment;
  • Skill with firearm (tranquilizer gun);
  • Skill in written English sufficient to read and understand ordinances and to write reports;
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction;
  • Skill with personal defensive equipment and knowledge of when it is appropriate to use it (pepper spray, expandable baton);
  • Ability to establish and maintain effective working relationships with others.

PHYSICAL DEMANDS: Most work is performed in field conditions. Driving is daily. Work is medium with considerable variety. There is intermittent heavy effort associated with pursuing, controlling or transporting animals. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is occasional moderate attention to detail and deadlines. There may be intermittent exposure to very disagreeable working conditions.

Activities include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing/listening, seeing/observing.

Medium Work: Work is classified as medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
