The Nurse Executive (Associate Director of Patient Care Services) is the top executive within nursing and is a key leader in strategic planning, organizational assessment, and program development. The ADPCS/NE has the authority and responsibility for establishing standards for the practice of nursing at the health care system level and ensuring the continuous and timely availability of quality nursing services.

The Nurse Executive (Associate Director of Patient Care Services) is responsible for contributing to and participating in the entire health care system including establishment and administration of policies, procedures, and practices in accordance with the Mission, Vision, and Values of the VHA, VISN 23, and SCVAHCS. Duties include, but are not limited to the following:
  • Exercises final authority and approval over nursing functional statements, job descriptions, nursing care policies and procedures, nurse staffing plans, and performance/quality improvement plans related to nursing practice;
  • Ensures that performance review and competency assessment processes are in place to evaluate individual practice and support the development of nursing education programs at the systems level;
  • Chairs the Nurse Executive Council (NEC) and oversees the Nurse Professional Practice Committee (NPPC) and Nursing Leadership Committee (NLC) through delegated authority to a Nurse IV;
  • Departmental and financial oversight, and line authority over Sterile Processing Services (SPS}, Nutrition/Food Service (NFS }, the Nursing Education Program, Education, and Social Work Services;
  • Develops and implements a plan for the delivery of patient care services based upon professional practice standards, VHA guidelines/policies, and accrediting bodies;
  • Oversees the development of methods to assess the patient care delivery system;
  • Establishes and maintains a climate that promotes high quality care for the Veteran population;
  • Participates as an active member of senior leadership on high level health care system committees such as the Executive Leadership Board (ELB); Quality, Safety, Value Executive Council (QSVEC); Medical Staff Executive Council (MSEC); Safety and Health Executive Council (SHEC); and Peer Review;
  • Provides consultation to health care system staff and the greater community in areas of expertise;
  • Formulates, reviews, and revises policies and other professional practice standards essential for the delivery of high-quality patient care;
  • Provides leadership for and demonstrates safe work practices in compliance with safety rules and regulations;
  • Encourages prompt reporting of all accidents and unsafe environmental situations/conditions;
  • Assures nursing input into ethical decision-making at facility level by appointing and supporting nursing representation on the Integrated Ethics Committee;
  • Other duties as assigned.

    Basic Requirements:
    ?? United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

    ?? Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of thefollowing accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.

    ?? Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

    Grade Determinations:
    The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
    ?? Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification
    desired, and approximately 4-5 years of nursing practice/experience.

    Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local
    Human Resources Office.

    Physical Requirements: The physical requirements of this position are concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and may include requisite laboratory and other screening as required by Federal regulatory agencies.

    Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
