POSITION DESCRIPTION: Under direction this position is responsible for the operation of the clinical laboratory which includes implementing lab procedures to support clinical services performed by the department.  Position is responsible for ensuring that the lab is in compliance with federal Clinical Laboratory Improvement Act (CLIA) for a Moderately Complex Lab, and with State legislative guidelines. 
  PRIMARY RESPONSIBLITIES: Scope of Responsibility:
 
The position is responsible for the quality and accuracy of his/her own work. Work is performed independently under general supervision. Responsible for the maintenance and safe operation of laboratory equipment and for compliance with applicable regulations.
 
Essential Duties and Responsibilities: 

  1. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions
    1. Frequently  interacts with others in the work unit, the public, vendors or across departments to exchange detailed and/or technical information;
    2. Interaction with the public, vendors/ community partners or across departments occasionally includes negotiations involving convincing the other party to do something to achieve a basic work related objective; 
  2. Responds to Public Health Emergencies.
    1. Has a working knowledge of the National Incident Management System for emergency preparedness and has completed the courses required for their job;
    2. Fulfills roles within the Department's Emergency Operations Plan as determined by Emergency Preparedness and Management staff;
    3. During an actual emergency, is accessible 24/7 with an established family contingency plan in place. 
  3. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner. 
  4. Coordinates the operation of the clinic laboratory.  Includes oversight of the technical and scientific aspects of the public health lab to assure compliance with CLIA regulations for moderate complexity lab. 
    1. Ensures proper operation of all lab equipment;
    2. Assists with development and implementation of lab policies and procedures. Maintains MSDS manual and ensures bio-hazardous waste is handled correctly. 
  5. Performs diagnostic lab tests, analyzes results and provides data to appropriate personnel. 
    1. Collects clinical specimens  and/or assists nurses in collecting such samples;
    2. Arranges to send out samples for testing to the State and other reference labs. 
  6. Provides consultation or clarification regarding interpretation of lab tests.  
  7. Coordinates enrollment of the lab in an HHS approved proficiency testing program, to ensure compliance with CLIA regulations.  
  8. Implements and reviews quality control and assurance programs. 
  9. Monitors lab equipment and supplies, performs or arranges preventive maintenance. 
    1. Researches and recommends purchases of new equipment or testing supplies;
    2. Orders standard lab supplies and equipment. 
  10. Maintains various records and prepares reports for management review to ensure compliance with regulations and guidelines. 
  11. Coordinates with State Health Department to provide laboratory assistance as needed. 
  12. Represents the department on various committees on the local, federal, and state level. 
  13. Is a mandated reporter for abuse and neglect issues. 
  14. Performs other duties and activities as assigned.

MINIMUM QUALIFICATIONS: The job requires a bachelor's degree in medical technology and two or more years of previous professional clinical laboratory and supervisory experience.  A current State of North Dakota Clinical Laboratory Scientist/Medical Technologist license is also required.
 
Knowledge, skills and abilities include: 

  • Knowledge of principles, concepts and theories of clinical lab procedures;
  • Knowledge of proper laboratory procedures and practices that meet CLIA requirements for moderate complexity lab;
  • Knowledge of proper clinical and/or environmental laboratory equipment and techniques including quality assurance and control;
  • Knowledge of local, state and federal laws and regulations pertaining to clinical laboratories;
    • Skill in laboratory techniques and analysis;
    • Skill in written English sufficient to read, interpret and write complex policies, regulations, procedures and technical information and reports;
    • Skill in phlebotomy;
    • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, and the general public, sufficient to exchange or convey information and to receive work direction;
    • Skill in using Microsoft Office with advanced skill in using Excel
  • Ability to communicate effectively in both verbal and written forms;
  • Ability to establish and maintain effective working relationships with others.

PHYSICAL DEMANDS: Most work is performed in a normal medical lab environment.  There is considerable attention to detail and deadlines.  Extensive use of microscopes and computers is required as well as standard lab and office equipment.  Work is generally light involving lifting of lab supplies, unpacking and storing lab supplies and delivering supplies to nurses' stations.  Daily work often involves moving between buildings and rooms.  Occasional driving is required.  In dealing with blood samples and lab chemicals, there may be exposure to blood borne pathogens and hazardous chemicals.
 
Activities include stooping, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions. 
 
Light Work:  Physical demands are normally those associated with light work: Exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
