Purpose of this Position

The purpose of this position is to plan, manage and evaluate building environmental and health improvement and maintenance projects; and supervise paint shop personnel as assigned.


Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Manages District environmental/health improvement maintenance projects. Develops program requirements for environmental improvement projects in consultation with school administrators, environmental and architectural consultants and District staff. Advises engineering/architectural consultants during the preparation of bid documents. Reviews bid documents for compliance with District standards and program requirements.
  • Selects abatement/remediation alternatives for environmental concerns within District facilities.
  • Prepares proposed improvements and maintenance work cost estimates and options.
  • Awards contracts. Verifies compliance with bonding and insurance requirements.
  • Monitors construction to ensure compliance with schedules, bid document requirements and applicable codes. Meets with contractors to resolve problems related to schedules, requirements, codes, etc. Directs contractors to proceed with change orders.
  • Communicates with school administrators and staff to coordinate improvement and maintenance work, and ensure construction and modifications comply with their needs. Responds to facility-related concerns from Principals, staff, custodians and parents.
  • Manages construction budget balances. Approves contractor/vendor payment requests. Directs contractors regarding change orders.
  • Coordinates selection of consultants and contractors according to District contract compliance plan.
  • Maintains and updates environmental/health project construction documents and project files.
  • Supervises paint shop activities and staff. Coordinates paint shop maintenance projects, work requests, schedules, purchases and inventory using computer work order tracking system.
  • Supervises maintenance shop personnel as assigned, review work performance, assists in hiring, approves vacation and overtime.
  • Employs external contractors/vendors for services beyond paint shop capabilities.
  • Coordinates painters' work with other District shops.
  • Responds to building failures (emergencies) and coordinates corrective measures.
  • Prepares sections of District Long-range Capital Plan. Prioritizes maintenance and improvement projects. Inspects facilities to determine environmental/health improvement project and preventive maintenance needs.
  • Manages District facilities. Responds to staff and parent concerns regarding facilities. Allocates resources for environmental projects, selects hazardous materials abatement/remediation alternatives.
  • Prepares and issues correspondence regarding facilities' improvements and maintenance matters.
  • Updates computer drawing files.
  • Maintains current knowledge of applicable local, state and federal regulations, codes, statutes and ordinances regarding environmental/health issues. Participates in on-going training for assigned functions.
  • Prepares operations and maintenance manuals for District staff.


Required Knowledge, Skills & Abilities

Minimum Training and Experience Required to Perform Essential Job Functions

  • Bachelor's degree in Occupational Safety/Environmental Health or related field;
  • Three to five years occupational/environmental safety management experience; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Wisconsin asbestos inspector, designer and management planner certifications required, with asbestos supervisor and lead inspector/risk assessor/supervisor certifications preferred.
  • Valid Wisconsin motor vehicle operator's license required.
  • Experience working cross-culturally and/or commitment to work toward improving one's own cultural competence i.e., valuing difference/diversity, recognizing personal limitations in one's skills and expertise and having the desire to learn in these areas.

Physical and Sensory Requirements

  • Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching, climbing, crawling, lifting, carrying, pushing and pulling. Ability to lift, push and pull 50 lbs.
  • Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks. Ability to sustain prolonged visual concentration.
  • Ability to operate a variety of office and facilities test equipment including computer, telephone, calculator, sound meter, light meter, metal detector, electrical test equipment, thermal measuring devices, tape measures and drafting equipment.


Environmental Adaptability

  • Ability to work under generally safe and comfortable conditions where exposure to construction site environmental factors such temperature variations or extremes, odors, toxic agents, noise, machinery, electrical currents and/or dust may cause discomfort and poses a limited risk of injury.
