Internal Close date: September 08, 2020 Grade level: S-2External Close date: September 15, 2020 Salary: $52,956.00 - $63,840.00 annuallyDepartment/Location: Hiawatha AMP 5SummaryThe primary purpose of this position is to assist and support the Property Manager in the management of assigned MPHA properties. The incumbent monitors lease compliance and timely rent payments, ensures that all procedures and units are compliant with applicable regulations, and submit lease termination proposals for approval. The incumbent also serves as a liaison between tenants and the Property Manager to address requests and complaints.All activities must support the Minneapolis Public Housing Authority's ("MPHA" or "Authority") mission, vision and values.Essential Duties and ResponsibilitiesThe position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed. Coordinates activities and supervises employees engaged in property management and maintenance functions at assigned MPHA properties. Trains and supervises assigned maintenance and administrative staff, assess performance, and advises supervisors of performance concerns. Reviews and approves timesheets for assigned staff. Prepares tenant notices, letters, and newsletters. Prepares documentation for tenant files. Inspects the physical condition of properties and follows-up on any deficiencies and violations; ensures PHAS readiness. Monitors the overall cleanliness and visual appearance of the buildings and grounds of the assigned MPHA property. Investigates and follows up on tenant complaints, as well as complaints from community organizations. Resolves disputes in a timely manner. Enforces MPHA lease agreements. Coordinates administrative and maintenance staff to prepare buildings and grounds for PHAS inspections, ensuring continued high-performer designation for assigned properties. Conducts or coordinates inspections (move-in, move-out, quarterly, and annual) of all dwelling units to HUD and MPHA standards and follows-up on deficiencies and violations. Monitors pest control operations at assigned MPHA properties, including lease enforcement and the scheduling of initial treatments and follow up treatments. Accompanies pest control staff, as needed, when treatment services are provided and ensures staff follow pest control policy and procedures. Develops and maintains monitoring system for documentation of housekeeping issues, tenant abuse, and misuse of property to help ensure prolonged useful life of the unit. Follows through to lease compliance or lease termination. Ensures work order requests are completed in an efficient and timely manner (emergency work orders abated within 24 hours and non-emergency and annual inspection-related work orders within 10 days). Monitors tenant satisfaction with completed work. Attends resident council meetings at assigned MPHA properties to gather, assess, and provide information related to MPHA programs, community resources, and neighborhood/resident needs and concerns. Maintains a close and effective working relationship with residents, other MPHA departments, public, private, and social service agencies, neighborhood groups, advisory committees, and other stakeholders to meet the objectives of the program. Attends hearings to provide information related to employee grievances, tenant and MPHA relationships, lease violations, eviction proceedings, and public housing eligibility determinations. Serves as Hearing Officer for applicant denials, lease terminations for cause, and grievance hearings. Follows established policies and procedures detailed in the operations manual and the Statement of Policies. Maintains a variety of records, assists with budget preparation, and strictly adheres to report deadlines. Serves as the manager-on-duty and back-up manager-on-duty four (4) to eight (8) weeks per calendar year, handling after-hours, weekend, and holiday calls from the contracted answering service for 42 high-rises or family units. Determines which calls require immediate service, assigns to appropriate staff, contractor, or other responders, handling each call until the emergency is abated. Monitors tenant accounts receivable and assists in the collection of rent and other charges to ensure the financial viability of the AMP. Monitors tenant repayment agreements. Works closely with Leasing staff on tenant-related income and eligibility issues. Ensures that safety and security systems are functioning properly and are maintained and inspected per policies; this includes fire safety, electronic entry, entry guard, etc. Ensures the Emergency Action Plan is strictly followed, including updating residents needing assistance (highrise). Reports and follows-up on security related issues. Maintains complete and accurate fixed asset inventory and key badge records for assigned MPHA properties. Safeguards MPHA property and master keys. Identifies and implements appropriate risk management records for the MPHA property. Orders supplies and maintains related records for the MPHA property. Responds to emergencies on evenings and weekends as required. Participates in committees as assigned. Provides management support for other AMP buildings as assigned. Performs other related duties as assigned.
