Position Description & Details
REPORTING RELATIONSHIP:
Is directly accountable and responsible to the Payroll Manager.
RESPONSIBILITIES:
- Responsible for the scanning and document retention process in Perceptive Content for the department.
- Responsible for maintaining and updating employee records and position information in HCM.
- Responsible for coordinating Family Medical Leave Act (FMLA), Leave Sharing Program, Return to Work, etc.
- Responsible for onboarding adjuncts, part time staff and student employees.
- Responsible for various HR and Payroll reporting.
- Responsible for accurate and timely payroll processing in the HCM system.
- Responsible for providing excellent technical service to the employees and students of Bismarck State College.
DUTIES:
Payroll Duties - 55%
- Responsible for onboarding adjuncts, part time employees and student employees.
- Responsible for per pay period tracking of out of state WSI wages. Prepares WSI reports for ND and other states.
- Runs monthly home address change query, updates PS/Access and notifies appropriate individuals regarding the address change. Also updates campus addresses in PS/Access as documented on the office move checklist.
- Communicates HR and Payroll related information to employees, posts information to the BSC Core, conducts research and responds to requests for information.
- Responsible for completing income and job verifications in a timely manner.
- Responsible for Job Service claim responses and income verifications prior to deadlines.
- Serves as a backup to Payroll Coordinator in onboarding benefited employees and benefit enrollments.
- Serves as backup to the Payroll Coordinator in preparing termination paperwork, calculating leave payouts, and processing terminations in HCM.
- Assists with semi-monthly payroll processing: running reports and queries, entry of contract payments, processing time and labor, reviewing timesheets, communicating with supervisors.
- Assists with the Annual Budget process.
- Assists with the annual W-2 and 1095-C process.
- Assists with Open Enrollment preparation and enrollments.
HR Functions - 40%
- Responsible for employee Family Medical Leave Act (FMLA), Leave Sharing Program, Return to Work, and Infant at Work processes, communications and tracking in conjunction with the Payroll Coordinator.
- Responsible for the preparation, scanning, linking and/or verifying of records in Perceptive Content for HR and Payroll in conjunction with other team members.
- Provides technical assistance on HR and Payroll issues to managers, supervisors, and employees, following NDUS HR and Payroll policies and procedures.
- Assists with reports/statistical information/correspondence/HRMS information system: i.e., spreadsheets, salary surveys, turnover data, communications, queries, reports, handbooks/manuals, etc. as requested by administration, departments and the NDUS.
- Assists in performing Title changes, Job Code, Reports to, Job Data, Department Budget Table and Position Data updates in PeopleSoft HCM.
- Serves as backup support in the coordination of the job opening/application process, online recruitment system, application files, etc. (i.e. prepares job announcements, sets up interviews, prepares interview questions, updates job descriptions, sends applicant status letters, etc.).
- Assists with the annual Contract and Employment Letter process.
Miscellaneous Duties - 5%
- Serves as backup with ordering business cards, name badges, orientation PowerPoint, tracking new employee trainings, inventory, ordering supplies, etc.
- Keeps the Chief and Payroll Manager informed and updated on issues, projects, information, etc.
- Works on special projects as requested by Chief, HR Manager and/or Payroll Manager.
- Provides office coverage, answers telephone calls, responds to inquiries, and provides visitors with appropriate information.
- Supports innovation, creativity and ideas to improve/enhance processes, functions, etc. in the department and as a whole for the college.
- Serves on campus committees/sub-committees as needed.
- Performs other duties as assigned or required.

Required Competencies
- Associate degree and two years of related payroll or human resources work experience.
- Experience and working knowledge of federal and state HR employment laws, rules, regulations, practices, policies and procedures.
- Well-developed skills with various computer software programs (i.e., Microsoft Word, Excel, Access, PowerPoint, Internet, electronic calendar and email, etc.) and excellent keyboarding skills.
- Excellent interpersonal and communication skills working with employees, students and the public.
- Excellent written skills.
- Good organizational skills, analytical skills, and the ability to attend to details.
- Ability to take initiative and follow through on work assignments/projects/reports, etc.
- Ability to work independently and make sound judgments.
- Disciplined and able to maintain confidentiality.
Preferred Qualifications
- More than two years of related payroll and/or human resources work experience.
- PeopleSoft experience.
