The Benefits & Payroll Manager is responsible for the administration of employee benefits and payroll processing across all U.S. company locations. This position requires the ability to work collaboratively with HR leadership across all locations and involves working with highly sensitive data which requires the ability to maintain the highest level of confidentiality.

Benefits Administration:
* Researches and analyzes benefit plan options, including medical, dental, vision, life and disability insurance.
* Designs and implements a comprehensive benefits package to meet the needs of a changing workforce.
* Evaluates existing programs to determine competitive posture and recommends changes as appropriate.
* Evaluates the costs and ROI for supplemental programs including wellness programs, life and long-term care insurance, employee assistance programs, etc.
* Builds and maintains relationships with Insurance Broker, account managers, and plan sponsors.
* Reviews and approves vendor invoices and resolves disputes.
* Produces financial reports on benefit spending on quarterly basis or as required.
* Leads the annual insurance renewal and manages the open enrollment process.
* Ensures compliance with government regulations and reporting requirements covering benefits area.
* Prepares materials and presents benefit plan changes to employees.
* Utilizes company's communication tools to regularly generate information to employees to reinforce benefit offering and enhance understanding of package.
* Maintains and ensures accuracy of employee eligibility, benefit enrollments, and payroll deductions in the Benefits Administration System and HRIS; conducts regular audit of data to ensure carrier data aligns.
* Assists employees with general benefit questions on plan provisions and investigates and resolves problems related to benefit plan carriers and/or service providers.
* Assists employees with life status changes and processes necessary updates with benefit carriers.
* Assists in administering all leave of absence requests and disability claims.
* Effectively interprets FMLA and ADA implications as they relate to leaves of absences/disabilities.
* Serves as the Plan Administrator for the company's 401(k) retirement plan.
* Cascades regular updates to HR leaders at each site and coordinates the collection of data for plan audits.
* Manages the compliance requirements for all benefit plans.
* Payroll Administration

* Administers the biweekly payroll process for multiple sites across the U.S. to include base pay, commissions, and bonuses.
* Ensures accuracy, timely delivery, and cost-effective operation of payroll.
* Collects data, performs calculations, investigates and resolves discrepancies, updates payroll master file, and transmits data while maintaining the highest level of confidentiality.
* Processes all adjustments such as garnishments, child support, loan repayments, special deductions, etc. and manages responses to unemployment claims.
* Coordinates and collects timecard data from all departments in order to properly process bi-weekly payroll.
* Creates and maintains employee personnel and payroll records including inputting data (new hire, terms, and changes) into ADP and filing all related HR documents.
* Collects and verifies new hire paperwork and inputs/uploads new hire data.
* Supports employee utilization of ADP Time & Attendance system and electronic timekeeping (troubleshooting, user support, organization, reporting) with a thorough understanding of FLSA pay rules.
* Prepares regular reports, including bi-weekly, monthly, quarterly and year-end reports for state compliance, HR partners and Finance.
* Responsible for data integrity within ADP and TBX.
* Manages PTO/ETO balances and accruals; assists employees with related inquiries.
* Coordinates the production and distribution of required annual filing including W-2 statements and ACA reporting.
* Ensures compliance with state and federal tax regulations.
* Responds to third party wage and employment verifications.
* Identifies areas for improved efficiencies in payroll system and process and implements and communicates accordingly.

Education, Experience and Technical Skills:
* Bachelor's degree in Human Resources or Business Administration/Management or related field.
* 3-5 years related Human Resources experience in benefit and/or payroll administration.
* Strong knowledge of group benefit plans including 401(k) policies, practices, and procedures.
* Advanced knowledge of MS Microsoft Office Suite.
* Ability to work in close team environment.
* ADP or other HRIS experience desirable.
* PHR/SPHR and/or other HR certification preferred.
