Position Information

RESPONSIBILITIES:
  1. Responsible for assisting the Chief Human Resources Officer with the administrative and operating details of the division.
  2. Responsible for managing human resources operations.
  3. Responsible for training, supervising and evaluating two full-time Human Resources positions and part-time temporary position(s).
  4. Responsible for the coordination of developing/maintaining policies and procedures.

Is directly accountable and responsible to the Chief Human Resources Officer.

Position Description & Details

DUTIES:

Management - 55%
  1. Manages the day-to-day office operations and directs the workflow.
  2. Manages the HRMS-HR, includes serving as a Campus Access Control Officer.
  3. Serves as the lead for HR operations in the absence of the Chief HR Officer and provides backup support as needed for the Chief.
  4. Manages the policy review process and the duties associated with the development/writing/research/ maintenance/tracking of BSC, NDUS and SBHE policies and procedures.
  5. Conducts job analysis and manages the development/maintenance of job descriptions/position descriptions.
  6. Manages preparing and filing incident reports and logging/tracking sensitive HR issues, harassment reports/complaints in a timely manner.
  7. Assists with the preparation/updating/maintaining of the faculty and staff salary spreadsheets.
  8. Manages reports/statistical information/correspondence/Access database and HCM information system: i.e., spreadsheets, salary surveys, turnover data, communications, queries, reports, handbooks/manuals, etc. as requested by administration, departments and the NDUS.

HR Functions - 30%
  1. Coordinates and maintains the faculty sick leave, Family Medical Leave Act (FMLA), Leave Sharing Program, Return to Work, and Infant at Work processes, communications and tracking in conjunction with the Payroll Coordinator.
  2. Assists with the Access database for full-time and adjunct hires.
  3. Gathers and analyzes market salary data; evaluates survey results and makes recommendations on salary administration practices.
  4. Coordinates contracts for benefited faculty and staff hired during the academic year and the annual contract/employment notice process for employees.
  5. Ensures accuracy in HR Database and systems (HCM, Access, salary spreadsheets, Perceptive Content, etc.).
  6. Administers HR activities such as recruitment and compensation.
  7. Creates new positions in HCM.
  8. Assists with the performance evaluation process.
  9. Researches, analyzes, interprets and ensures compliance with state and federal HR employment laws, rules, regulations, practices, policies and procedures.
  10. Keeps the Chief informed and updated on issues, projects, information, etc.
  11. Provides assistance on HR issues to managers, supervisors, and employees.
  12. Communicates HR related information to employees, conducts research and responds to requests for information.
  13. Advises managers and supervisors regarding appropriate corrective and disciplinary actions and proper documentation to support those actions.
  14. Prepares and presents HR presentations (i.e., new employee orientation, supervisor training, supervisors briefing, broadbanding, etc.).
  15. Conducts exit interviews and discusses results/actions with the appropriate supervisor.
  16. Assists with screening job applications, participates in job interviews as requested and advises supervisors on questions/information for employee criminal history background checks.
  17. Serves on the Records Retention committee, and/or other campus committees/sub-committees as needed.
  18. Participates in investigating employee and/or student complaints/grievances; prepares investigation reports and suggests recommendations for remedy.

Title IX - 10%
  1. Serves on BSC Title IX Team in appropriate role(s).

Miscellaneous Duties - 5%
  1. Promotes innovation, creativity and ideas to improve/enhance processes, functions, etc. in the department and as a whole for the college while focusing on innovation at a flat level and fostering a culture of no fear for innovative practices whether implemented or not.
  2. Performs other duties as assigned or required.


Minimum Requirements

  1. Appropriate bachelor's degree and five years of related human resources work experience.
  2. Office management and supervisory experience.
  3. Experience and working knowledge of federal and state HR employment laws, rules, regulations, practices, policies and procedures.
  4. Well-developed skills with various computer software programs (i.e., Microsoft Word, Excel, Access, PowerPoint, Internet, electronic calendar and email, etc.) and excellent keyboarding skills.
  5. Excellent interpersonal and communication skills working with employees, students and the public.
  6. Excellent written skills.
  7. Good organizational skills, analytical skills, and the ability to attend to details.
  8. Ability to take initiative and follow through on work assignments/projects/reports, etc.
  9. Ability to work independently and make sound judgments.
  10. Disciplined and able to maintain confidentiality.


Preferred Qualifications

  1. More than five years of related and/or human resources work experience.
  2. Professional Human Resource (PHR) and/or SHRM-CP certification.
  3. More than 2 years supervisory experience.
  4. PeopleSoft experience.
  5. Higher education experience.
