Summary

The Voluntary Services Officer serves as the chief of the facility's Center for Development & Civic Engagement office reporting directly to a member of the executive leadership team. The incumbent has oversight for D&CE's full scope of business, incorporating three separate and distinct, however interrelated lines of business: voluntary service, philanthropic engagement and partnership solutions.

Responsibilities

 

  • Builds key relationships for the purpose of influencing, motivating or persuading individuals and organizations to contribute and advocate on behalf of the organization
  • Develops and manages strategic partnership agreements to meet goals and priorities to enhance the care and service for Veterans, their caregivers, or families
  • Serves as primary action officer and point of contact for coordinating and completing staff actions, preparing briefings, attending briefings, and coordinating actions with various agencies
  • Develop policies, manuals, and procedures for the execution of the local programs
  • Reviews and analyzes trends and patterns in the field and conducts continuous analysis of factors that directly impact VA priorities.
  • Develops short and long-range program plans, goals, objectives, and milestones, and evaluates the effectiveness of programs at VA facilities in the local area
  • Assesses the productivity, effectiveness, and efficiency of program operations and resolves problems in staffing, effectiveness and efficiency of administrative support activities
  • Works with Veteran Service Organizations, Corporate Donors, Community Groups, municipal, state and congressional dignitaries, private industry organizations (for profit and non-profit), military organizations, executive facility leadership and staff, the Center for Development and Civic Engagement, VA Central Office Staff, VISN staff, VBA, NCA, volunteers, unions, colleges and universities, schools, visitors, patients, civic groups, media and celebrities

Work Schedule: The tour for this position is typically administrative hours with occasional evenings, weekends and holidays and off-tours as needed. This may be discussed during the interview.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as a program manager or major staff member of a voluntary service program or programs utilizing the assistance of volunteers. A voluntary service program is defined as a program which is primarily concerned with the coordination and integration of the activities of persons who offer their services without pay. Experience in such programs must include participation in at least two (2) of the following: development and preparation of procedures and instructions for the utilization of volunteer assistance, analysis and evaluation of policies, procedures and program effectiveness, the coordination of voluntary service activities, the consultation with, and advisement of, officials of organizations with regard to volunteer activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NoteA full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is moderately sedentary, although considerably variable.
