The St. Cloud VA Health Care System is seeking a highly qualified Physician-Psychiatrist for the position of Medical Director in the Mental Health Service Line.
This is an open and continuous announcement. Applications will be reviewed beginning October 13, 2020, and every two weeks thereafter until the position is filled, or the closing date of the announcement, whichever occurs first.
The physician serves as the Mental Health Service Line Medical Director for the St. Cloud VA Health Care System including oversight of the acute inpatient psychiatric services, residential rehabilitation treatment program and outpatient mental health service delivery. The physician will have responsibilities for development and implementation of programs, policies, and procedures; oversight of hospital resources; and monitoring of quality outcomes using a data-driven approach.
The Mental Health Service Line Medical Director will have supervisory responsibility for subordinates, as well as line and staff authority for resource allocations within the area of responsibility and ensure the efficient operation of the organizational unit. Responsibilities include the supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant component of the medical center.
The clinical duties and responsibilities for this position include, but are not limited to, the following:
Providing broad program management responsibilities of a clinical care team, including leadership in the development, implementation, evaluation, and oversight of a complex program responsible for comprehensive clinical care of Veterans.
Leading a multidisciplinary team that may include psychologists, physicians, social workers, nurses, and other health care professionals and trainees.
Managing the development, implementation, and oversight of operational policies and procedures for the treatment team.
Conducting ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s).
Organizing and leading team meetings in order to facilitate case disposition, care management, effective delivery of clinical interventions, and the adherence to administrative demands.
Monitoring and distributing provider-specific workload reports to team members and ensures provider adherence to workload standards.
Establishing program priorities, timelines for completion, and necessary adjustments therein.
Provides guidance and assists in the assessment and management of all students, residents and staff in the Mental Health Service Line.
Participates and attends medical center committee meetings as assigned by the Chief of Staff.
Assists in the development, implementation, and expansion of programs.
Assist with data analysis, clinic, acute inpatient, and program management, as well as problem solving.
Participates in the selection of new staff and provides input on staff assigned in their area.
Participates in various facility programs designed to enhance and improve the delivery of patient care services, to include but not limited to Process Improvement Action Teams, Root Cause Analysis, and Peer Review.
Provides quality patient care to both inpatient and outpatients.
Exhibits leadership in initiating change in patient care programs based on current concepts and findings from evidence-based research and studies.
Keeps informed of developments in the management treatment of illness through continuing medical education, both formal and informal.
Successfully integrates patient care activities with other patient care programs at the medical center and in the community, such as Social Work, Psychology and Nursing Homes.
Consistently communicates and treats customers (patients and their families, veterans and their representatives, visitors, and all VA staff) in a courteous and tactful manner.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Promotes teamwork and harmonious working environment.
Provides customer with consistent information according to established policies and procedures.
Supports the medical centers mission, vision, goals, and objectives.
Supports the medical center-wide research mission.
Assists in conducting studies regarding treatment modalities, outcomes and other aspects of patient care.
Performs other related duties as assigned.
Work Schedule: 8:00 am - 4:00 pm, Monday-Friday

Education Debt Reduction Program: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan reimbursement program. To participate in the program, you must meet specific individual eligibility requirements in accordance with VHA Policy 1021 and submit your application within four months of appointment. The final award amount (up to $200,000) and eligibility period (one to five years) is determined by the VHA Education Loan Repayment Services office. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
Proficiency in spoken and written English.

BLS/ACLS Certification
Preferred Experience: Managerial or Supervisory experience preferred. Board certification or board eligible for certification by the American Board of Psychiatry and Neurology (ABPN).
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.
Physical Requirements: Placement in this position is subject to meeting the physical requirements of this position. Pre-placement medical examination is required: heavy lifting, 45 pounds and over; straight pulling 1 hour; pulling hand over hand 1 hour; pushing .25 hours; reaching above shoulder; use of fingers; both hands required; walking 8 hours; standing 8 hours; repeated bending .25 hours; both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; specific visual requirement (repetition computer entry); both eyes required; depth perception; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid may be permitted); emotional and mentally stability; general good health. Environmental factors: working closely with others and working alone.
