RKCS is a prime government contractor providing IT Services to various state, local and federal agencies since 1998.

For one of these agencies, RKCS is provisioning a team consisting of a Project Manager, developers, architects and testers.

We need a Java Solution Architect who will contribute to hands on application development, and lead modernizing the existing application and migrating applications down the road to the Cloud with specific experience designing and delivering solutions to government customers.

Responsibilities:

  • Lead an application development project using Agile methodology that involves migrating a legacy application developed in Java.
  • Provide hands on development (savvy with code if required) provide coding guidance, and design/Architecture guidance
  • Ramp up project environments that are not fully conceptualized.
  • Responsible for defining and driving the technical direction of prospective business opportunities, developing system architectures, and providing technical leadership for proposals and strategic pursuits.
  • Assess market level technology trends as well as capabilities of complementary solutions enabling larger scale solution offerings.
  • Review RFP documents to understand scope of work and customer needs to develop an overarching solution to be proposed.
  • Propose new and innovative solutions to the most complex challenges.
  • Develop IT-based solutions consisting of contextual, conceptual, and logical architectures using standards-based, rigorous methodologies and best practices.
  • Conduct architectural analysis of alternatives (AoA) trade studies including CAIV, Criteria-based Decision Analysis and/or other proven methodologies.
  • Develop lifecycle cost models to support architecture decision trades.
  • Communicate solutions with customers, management, and teaming partners, including presentations and white papers.
  • Develop technical approach and project engineering plans, including scheduling of tasks, processes, and identifying critical resources, to turn the solution into a successful deliverable.
  • Review customer provided information and outside sources to understand potential issues/ problems currently faced and develop approach to solving these problems.
  • Provide strong leadership, create relationships, provide and meet the goals and objectives!
  • Manage project constraints of cost, time and scope
  • Provide clear and timely communication on project status, plans, issues, risks and successes.
  • Work with the customer and ensure deliverables are met and major tasks accomplished
  • Solution software upgrades, bug fixes and enhancements by working with the project team.

Position is located in St. Paul, MN.

Resources will have to interview and perform work on-site.

The Java Solution Architect will provide technical direction and lead and drive multiple development projects, teams consists of 5 to 15 members, comprising of business analysts, developers and testers.

Agile methodology is being used.

Technology Stack:

Java/J2EE, Springboot, Node.js, Microservices, Rest API, Angular, HTML5, XML, Azure, AWS, Kinesis, Docker, Kubernetes, SQL.

Basic Qualifications:

  1. 10 to 20 years of experience leading architecture, integration, migration, and sustainment solutions involving understanding of software support, maintenance, and sustainment, primarily for local, state or federal clients.
  2. Prior experience working offering solution in a public health domain, including patient registries, health exchanges, health insurance and patient safety, data governance, community health, etc.
  3. In-depth understanding of coding languages (Java/J2EE, JavaScript, TypeScript, etc.) and frameworks (Spring, SpringBoot, Angular, etc.).
  4. Hands-on experience with developing, architecting and implementing REST APIs and micro services
  5. Experience in a CI/CD and DevOps practices
  6. Solid experience with CI/CD technologies & cloud infrastructure such as AWS (preferred), Azure.
  7. Experience with scalable, low-latency, highly available distributed systems
  8. Experience with service-oriented architecture (SOA), enterprise SaaS application development and project management
  9. Participate in technical advocacy for deploying scalable automation, including Hybrid Cloud, Cloud Management systems DevOps, building, scaling distributed systems,
  10. Proficient in implementing Agile, Dev Ops and other SW development methodologies
  11. Experience in implementing and/or migrating technical solutions in AWS, MS Azure or Google Cloud for Federal / State Government Customers.
  12. Knowledge of information systems engineering processes and, in particular, system design and solution development processes
  13. Experience in developing technical cyber security solutions
  14. At least 3+ years of experience working with APIs and Open-Source commercial grade highly scalable solutions
  15. Experience working in cloud-based infrastructure such as AWS
