The White Earth Housing Authority is seeking qualified candidates to oversee the Finance Department. The position is responsible for performing professional accounting services, ensures the proper accounting procedures are followed to comply with 2 CFR200-Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards as applicable.

Job Tasks:

  • Comply with applicable local, state, federal and Tribal guidelines.
  • Review departmental performance and effectiveness; formulate programs and policies to enhance program objectives to alleviate any deficiencies.
  • Ensure performance reviews are completed in accordance with established policies and procedures
  • Prepare quarterly 941 salary reports to the IRS and ensure accuracy of report
  • Prepare quarterly 425 spending reports to HUD and ensure accuracy
  • Prepare accounts payable for all 5 Tax Credit Partnerships
  • Prepare all items for annual audit, including annual inventory count
  • Prepare information for quarterly reports
  • Prepare reports for MHFA and FHLB grants for owner occupied
  • Prepare draws for MHFA and FHLB
  • Reconcile accounts receivable between the different software
  • Review and analyze financial statements, budgets and activity reports to ensure that organization’s objectives are achieved
  • Direct the preparation of a wide variety of financial statements and reports on WEHA operations, analyze and prepare reports on the status of the budget accounts and requirements to comply with required agencies (internal and external)

Knowledge, Skills and Abilities:

  • Knowledge of and experience with GAAP Accounting Practices
  • Knowledge of economic and accounting principles and practices, fiscal procedures and methods, the financial markets, banking and the analysis and reporting of financial data
  • Knowledge of internal auditing procedures and record keeping
  • Knowledge of laws and regulations applying to accounting operations regulated under HUD
  • Knowledge of Tax Credit financing of affordable housing projects
  • Skilled in preparing and gathering documents for required audits
  • Skilled in analyzing financial information to ensure accuracy in preparing required audits for state, federal, WERBC and all other funding agencies
  • Analyze, interpret and prepare financial statements and reports
  • Knowledge of and ability to follow and apply the policies and procedures of the White Earth Reservation Housing Authority
  • Ability to work cooperatively within a group, communicate professionally both orally and in writing

Required Qualifications:

  • Bachelor’s Degree in accounting from an accredited institution of higher learning and experience with governmental accounting
  • Prior experience reviewing and analyzing financial information and reconciliation of bank accounts
  • Prior experience in supervising two or more staff
  • Valid Driver’s license for traveling between sites for business and related destinations and reliable transportation and be insurable through WEHA insurance carrier
  • Must be bondable
  • Must pass pre-employment drug and background screening
