Position Objective: Provide, plan and coordinate disaster mitigation, response and recovery. Responsible for evaluating how the County will respond to disasters while providing guidance to emergency response teams including employees and volunteers. Plan, coordinate and supervise the Stutsman County Communication Center. Responsible for maintaining efficient communications between the public, law enforcement and other public service agencies and overseeing the maintenance and operation of the Communication Center's equipment and technology.

Primary Responsibilities:
The following is a list of responsibilities for this position and is not intended to be a complete list.
• Plan, organize and direct work of employees assigned to Emergency Management and Communication Center.
• Develop, implement, evaluate and maintain various systems and programs including a combined City/County Emergency Operations Plan, 9-1-1 Emergency Telephone System and Communications Center.
• Establish policies and procedures through collaboration with agencies and organizations to ensure compliance with various federal, state and local statutes, rules and regulations.
• Coordinate with various agencies to establish and maintain programs by providing interpretation and guidance.
• Plan and conduct emergency exercises by testing aspects of the Emergency Operations Plan; evaluate preparedness and conduct or provide appropriate training.
• Develop, implement and maintain a combined City/County Multi Hazard Mitigation Plan; conduct a risk analysis of identified hazards, determine mitigation measures and provide for public input.
• Apply for and administer Emergency Management Performance Grant annually, oversee completion of requirements and apply for additional funds including funds due to Presidential Disaster declarations.
• Serve as member of the Local Emergency Planning Committee.
• Provide interpretations regarding hazardous chemicals, develop and maintain hazardous chemicals operational procedures in cooperation with local emergency responders, sellers and users of hazardous chemicals, State Emergency Management and Environmental Protection Agency.
• Prepare various reports on local and emergency/disaster activities and other administrative records.
• Oversee and supervise maintenance of databases related to programs to ensure information is accurate and coordinated with local officials.
• Determine boundaries for emergency response agencies and adjust as needed.
• Oversee development and maintenance of countywide information systems including street and avenue sign projects and GIS digital mapping system as related to 9-1-1 and Emergency Management.
• Create a work environment in which employees are motivated to seek opportunities for further personal
growth and development.

Work Environment and Physical Demands:
Primary responsibilities are similar to that expected in a typical office environment including sitting, standing, some eye-hand coordination, some lifting of various books and documents at times up to 15-35 pounds. Occasional travel to off-site locations and attendance at meetings may be required. Various office machines are used including but not limited to a desktop computer, telephone, calculator, copier, scanner and fax machine. Position will have infrequent exposure to health hazards and accidents.

Supervisory Responsibility: Position supervises the staff in the Communication Center and Emergency Management Office.

Extent of Supervision or Guidance Provided: Work is performed under the general supervision of the Stutsman County Auditor/COO.

Position Type/Expected Hours of Work: Full-time position: Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional evening work or travel to offsite locations may be required as job duties demand. Must be available to respond to emergency situations.
