Overview

This is full time, benefited position working 80 hours per two-week pay period Monday - Friday. Typical working hours are 8 am - 4:30 pm and occasional evenings.

This position will report to the CEO and is responsible for the overall planning, organizing, implementing, and controlling of the human resources functions of JRMC to promote the effective and efficient utilization of hospital personnel; ensures that each department's compliance with JRMC human resources polices and procedures is consistent throughout JRMC; plans, coordinates, and administers policies, procedures, and programs that relate to all phases of the human resources activities, including employee relations, compensation and benefits, training and development, and recruitment and employment.

Responsibilities

Job Functions
  • Oversees HR Generalists. Serves as backup to Generalists and ensures payroll processing is complete.
  • Oversees W-2 processing; OSHA; Affordable Care Act provisions and other regulatory payroll and benefit requirements.
  • Oversees payroll income codes, time and attendance and processing requirements are within established regulatory guidelines.
  • Serves as an advisor to administration, and departmental management with regard to personnel administration issues and the effective and efficient utilization of human resources.
  • Provides management-level personnel with an interpretation of federal and state labor laws as well as internal JRMC policies.
  • Initiates, develops, and recommends personnel and managerial policies, procedures, and programs to administration.
  • Informs employees of hospital personnel policies, procedures, and programs through such means as summary plan descriptions, memos, meetings, and the utilization of the internal employee communication.
  • Advises administration, supervisory staff, and employees as to the proper interpretation of various personnel and managerial policies, procedures, and regulations.
  • Recommends policies and procedures to achieve JRMC objectives while ensuring maximum utilization and retention of paid personnel.
  • Plans, coordinates, and administers the JRMC compensation program.
  • Maintains JRMC compensation systems through performance of job audits, internal comparisons positions, external salary surveys, and monitoring of classification structure for all jobs, position descriptions content, title usage, salary grades, and individual rates of pay.
  • Monitors the criteria-based performance evaluation system to ensure the fair and equitable treatment of employees based on actual employee performance and competency.
  • Coordinates the JRMC job evaluation program.
  • Responds to authorized administrative requests for review of existing or newly created positions by researching and writing position job specifications, internal equity, and requirements for hiring.
  • Administers the preparation of general range and market adjustment proposals submitted to administration.
  • Directs the day-to-day operation of all employee benefit programs, including initial enrollments, processing of withholding through payroll, claims documentation, and the processing and termination of coverage at time of separation from work force.
  • Ensures uniformity in the application of hiring criteria, selection procedures, advertisement practices, establishment of salary rates, and transfer protocols.
  • Monitors the hospital's recruitment and selection process and ensures position closures are completed.
  • Furnishes administration with ongoing estimates regarding labor costs resulting from planned employee promotions, position reclassifications, and other employee pay changes or procedures including established metrics.
  • Plans for, develops and coordinates the content of the hospital's management development programs and conducts various supervisory training programs where applicable in collaboration with the hospital administration.
  • Plans, organizes, and conducts employee and management training programs designed to orient personnel, improve work skills, develop staff capabilities, and improve the JRMC operations.
  • Furnishes recommendations on courses of action in handling employee problems and concerns to department heads, manager,s and supervisors.
  • Counsels employees on matters relating to their emmployment at JRMC.
  • Investigates causes of disputes and employee disciplinary problems; recommends follow-up action to management, including written warnings, suspension, and discharge action in conjunction with established JRMC policy and procedures.
  • Develops the departmental budget; recommends changes in funding for cost centers based on labor market conditions, benefit trends, and expenses associated with modifications in government reporting requirements.
  • Administers the hospital's compliance with various governmental regulations affecting labor; i.e., Equal Employment Opportunity Act, Fair Labor Standards Act, Age Discrimination Act, Equal Pay Act, Rehabilitation Act, National Labor Relations Act, Family and Medical Leave Act, and other significant articles of legislation.
  • Collaborates with managers, Employee Health Nurse, Administration and others to manage Workmen's Compensation claims by effectively utilizing a Return to Work Program.
  • Maintains a comprehensive recordkeeping system for all employees information needs; devises forms relative to personnel activities; organizes departmental data to increase centralization of statistics while promoting rapid retrieval for internal and external reporting purposes; ensures completion of required Federal, State, and other helath care regulatory reports.
  • Participates in organizational analysis, planning, and development.
  • Supervises and evaluates the performance of the Human Resources staff members.
  • Represents JRMC at outside conferences, labor hearings, and seminars related to human resources activities.
  • Monitors the hospital's employee activities programs.
  • Conducts an ongoing exit interview program to determine causes for separation from JRMC; furnish comprehensive recommendations for necessary changes to enhance employee productivity.
  • Performs other related duties as assigned or requested.


Qualifications

Bachelor of Science degree in Business Administration, Human Resource Management, or Finance-Accounting.

Requires at least three yeears related experience in human resources management. Healthcare background preferred. Proficient with spreadsheet, word processing, and database software applications.
