Under direct supervision of the Police Captain, the Police Officer is responsible to preserve law and order, to protect life and property, enforce laws and ordinances in a manner which will command respect and confidence, and other functions as assigned or apparent.Department: PoliceSupervisor: Police CaptainWage: $26.19/hour ($27.29 in 2021) with 1.5 Holiday Pay on Holidays WorkedApplication Deadline: Open Until FilledTo perform this job successfully, an individual must be able to perform each duty satisfactorily. The omission of specific duties does not exclude them if the work is similar, related or a logical assignment to the position.Essential FunctionsPatrols all areas of the community to prevent criminal activity, to detect and deter or apprehend individuals who threaten the public safety, peace or tranquility of the community and to detect, deter or apprehend individuals who threaten or carry out criminal acts.Patrols streets, highways, and other public roadways within the community to prevent traffic violations and to detect and apprehend traffic violators. Monitors traffic for the purpose of preventing traffic problems and to maintain traffic safety.Works with community members to identify public safety issues, problems and concerns and to resolve the issues, problems, and concerns using sound and ingenious methods of problem resolution.Investigates all types of criminal activities, provides crime scene processing and collects, identifies, and properly marks all evidence at the crime scene.Determines whether an arrest should be made and how much force should be used, while using procedures that will not violate the suspect's rights.Makes detailed records and reports of cases and appears in court to testify on criminal actions and arrests.Performs motor vehicle enforcement duties, investigates accidents, and is trained in first aid and proper procedures to assist and report accidents.Responds to and acts upon domestic calls, silent alarm calls, auto theft reports, burglary reports, vandalism reports, child abuse and neglect reports, loud party complaints, bar fights, etc.Serves non-criminal court orders, commitment papers, and other civil process following the proper procedures.Assists other law enforcement departments with criminal and non-criminal incidents or complaints upon request.Assists in disabled vehicles, questions from the public, and traffic direction.Notifies next of kin of victims involved in automobile accidents.Supervises personnel who are called to assist in emergency situations and operations of the local police reserve.Performs physical demands and work requirement for this position.Makes work assigned adjustments. Manages personnel in accordance with personnel rules.Actively participates in the decision-making process supporting City goals and objectives.Demonstrates by personal example the integrity, ethics, and excellence in work performance that are expected from everyone in and attached to the organization.Orients assigned personnel to all organizational policies and procedures, clearly communicating essential accountabilities and expected performance outcomes so individuals may proceed with certainty in their respective positions.Creates a work environment in which individuals are motivated to accumulate additional skills and competencies and seek opportunities for further growth and development.Attends regularly scheduled work hours and outside regular hours as necessary.Effectively and respectfully communicates and interacts with other employees, supervisors, individuals from other organizations, and citizen customers.Performs other related functions as assigned or apparent to achieve the goals and objectives of the Police Department.Equipment UsedThis position uses a variety of equipment which may include, but is not limited to: Squad cars, personal computers, various forms of guns and other weapons, heart starts, medical equipment, telephones, cell phones, radios, and printers.RequirementsRequired Knowledge and AbilitiesKnowledge of computers and other electronic equipment.Ability to use good judgment with ability to firmly, tactfully, and courteously handle situations with respect for the rights of others.Ability and willingness to maintain strict confidentiality.Ability to analyze situations quickly and objectively.Ability to read, understand, and interpret ordinances and laws.Ability to identify smoke and common hazardous materials by smell.Ability to work independently and productively schedule workflow.Ability to work under pressure and with frequent interruptions.Ability to effectively communicate ideas, explanation, and recommendations, orally and in writing.Ability to establish and maintain effective working relationships with community groups, commissions, elected officials, employees, and the general public.Minimum QualificationsAssociate of Arts/Law Enforcement Concentration.POST license or be eligible to receive licensure by 1/01/21.Condition of EmploymentMust possess a valid Minnesota Driver's License or the ability to obtain within thirty (30) days of employment.Must satisfactorily complete physical and psychological evaluations and background checks.Must satisfactorily pass a criminal background examination.Must comply with organizational and departmental policies.Work ScheduleCandidates must have the availability to work at least four (4) twelve-hour shifts per month including weekdays, weekends, overnights, and holidays.Work Environment/Physical DemandsThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Activities that occur occasionally, 1 to 3 hours, are: analytical ability, creativity, time management, problem solving, verbal communication, written communication, concentration, and working with interruptions. This position frequently lifts or moves up to 100 pounds and infrequently lifts or moves up to 175 or more pounds.
