Job Description:

We are looking to bring in a contracted Data Architect position that will be responsible for an initial system analysis. Initial responsibilities will include working with our business and technical teams to establish a roadmap for implementing a modernization of our Provider Data Management application and how it shares data with other systems. After the original Roadmap project (expected to run 6 months or so), it is expected that this architect will participate in a longer term implementation project that would likely span 1+ years.

Required Qualifications:

  • BA/BS in computer science, data science, management information systems, mathematics, statistics, health care management, business, economics, finance or related field.
  • A minimum of 7 years of direct experience working on the development of complex data design / architecture.
  • Must have familiarity with event-driven architecture and messaging platforms.
  • Strong knowledge of Oracle, SQL, ETL, rules engines, stream-processing platforms such as Kafka.
  • Working knowledge of data lake technologies including HDFS, Hadoop, Python, Spark, etc.
  • Must have hands-on experience with SQL (Oracle and MSSQL).
  • Ability to coordinate projects from the concept stage to completion, leading cross functional teams as an active contributor.
  • Must have experience working in an enterprise environment, effectively communicating and working across multiple business teams.
  • Excellent communication skills.
  • Ability to work effectively in a collaborative agile environment.
  • Strong understanding of industry privacy and security standards.

Preferred Qualifications:

  • Masters degree in computer science, management information systems, data science, mathematics, statistics, health care management, business, economics, finance or related field.
  • Good working knowledge of provider data management requirements, strategies and related technologies and vendors
  • 5+ years of experience in health care and/or health research settings, working with health care provider and claims data.
  • Agile experience, Scrum and Kanban preferred
  • Familiarity with relational and non-relational database technologies.
  • Familiarity with Web Services, SQL, Java, and other technologies.
  • Familiarity with DevOps and DataOps principles

Accountabilities:

  • This role will be responsible for assessing the current state of our suite of applications (a mix of internally developed applications using PowerBuilder and PL/SQL, and vended solutions) that are used for provider contracting and credentialing, health care network management, marketing, data support for web interfaces, data exchange with both internal business departments and external business partners, regulatory and contractual compliance monitoring and reporting, and end user reporting.
  • Partner with business and technical resources and management to establish a roadmap for modernization of this platform to achieve future benefits around technical resourcing, improve data timeliness and integrity, and distribute to constituents in ways that can be readily consumed and acted .
  • The approach to modernization should consider an array of options for updating/modernizing our internal application, as well as exploring vended solutions that may best handle certain functions and data.
  • Develop guidelines and patterns for usage of data streaming, data virtualization, change data capture and direct data access accounting for various use cases ranging from real time data needs to legacy data storage and batch architectures and techniques.
  • Effectively work with teams across multiple lines of business to examine and identify database structural and functional needs by evaluating their operations, applications, and programming.
  • Recommend processes and technical solutions for provider data management for core provider and related data focusing on data integrity and timely updates to systems that rely on this data.
  • Help our teams identify and solve for other use cases as needed.
  • Prepare accurate database design and architectural diagrams for management and executive teams.
  • Present solutions and cost estimates to stakeholders, working with them to build a delivery approach and timeline for implementation.
  • Coordinate and work closely with IS&T teams to define and document a comprehensive and coherent summary of the current-state data architecture and its dependencies across business platforms, assessing opportunities for improvement.
  • Evaluate business needs to help define data solutions, preparing design reports and manage the implementation of agreed upon solutions.
  • Collaborate closely with analysts, architects, and engineers on our agile team, as well as other teams and in other disciplines.
