SUMMARY: The HR Coordinator Recruitment and Retention reports directly to the Chief of Human Resources and is responsible for the district's recruitment and retention initiatives and strategies.


QUALIFICATIONS:

  1. Education:
  2. Required - Bachelor's degree in human resources, business or other related field
  3. Preferred - Master's degree in human resources, business or other related field;
  4. Preferred - Professional in Human Resources certification: PHR, SPHR, SHRM-SCP


  1. Experience:
  2. Required - Minimum five years' experience in human resources, specifically in recruitment and retention
  3. Required - Thorough knowledge of state and federal employment laws
  4. Preferred -Knowledge of all HR functions, including benefits, compensation, employee relations, HRIS and diversity recruitment
  5. Preferred - Experience in university and diversity recruitment
  6. Preferred - Experience utilizing and maximizing social media and virtual recruitment methods


RESPONSIBILITIES:

  1. Designs, implements and reviews (annually) the district's recruitment and retention plan.
  2. Oversees and supports school/department leaders with sourcing, screening and interviewing qualified applicants for all positions, including full-time, part-time and substitute.
  3. Oversees and supports school/department leaders with administering tests, checking references, verifying employment/degrees and performing background checks via the district-approved vendor.
  4. Leads annual staffing allocation meetings with hiring school/department leaders to audit open positions, determine staffing projections and expeditiously post hard-to-fill positions.
  5. Develops and implements a grow-your-own educator pipeline in conjunction with high school administrators and university partners.
  6. Develops and implements recruitment plans to increase workplace diversity.
  7. Interviews candidates for open positions as appropriate.
  8. Ensures certification licensures comply with federal, state and local laws, and procures emergency licensing when necessary.
  9. Works with the compensation coordinator to ensure employees are accurately placement on respective salary schedules.
  10. Oversees and supports HR staffing personnel.
  11. Monitors Title I licensure certification.
  12. Develops, leads and maintains the student-teacher placement program.
  13. Oversees the internal and external posting of all district positions.
  14. Serves as the liaison with educational institutions and other sources of potential applicants nationally.
  15. Designs and implements online recruiting strategies for attracting and recruiting candidates.
  16. Monitors and maintains HR information systems to ensure accurate data entry, processing and report generation related to recruitment and retention.
  17. Designs and implements an onboarding program.
  18. Develops and manages on-campus and off-site recruitment programs, such as job fairs.
  19. Tracks, reports and audits recruitment and retention metrics, such as applicant flow, interview status, hiring, transfers, promotions, resignations, retirements and terminations for legal compliance, annual reporting needs and organizational use. Writes, reviews and/or maintains job descriptions in line with state and federal guidelines, such as FLSA.
  20. Maintains and communicates updates regarding federal and state updates, including DPI updates related to teacher licensure.
  21. Supports the chief human resource officer regarding strategic goal number three.
  22. Manages affirmative action and equal employment opportunity programs.
  23. Administers all employee exit interviews.
  24. Administers district personnel policies.
  25. Oversees and maintains employee files and electronic records pertaining to the issuance of annual contracts pursuant to state statute.
  26. Writes board reports and/or executive summaries for review/use by administration, the board of education and/or legal counsel.
  27. Attends other committee and school board meetings as needed.
  28. Provides cross-functional support in all areas of human resources.
  29. Perform all other duties as assigned.

OTHER RESPONSIBILITIES:

  1. Assist in the preparation of reports to DPI, principals, district leadership and the board of education as requested
  2. Follow a personal plan for professional development and actively seek out opportunities to grow professionally
  3. Participate in professional organizations and attend appropriate conventions and workshops
  4. Maintains an understanding of school structures

Position is subject to inside and outside environmental conditions as well as subject to loud noise conditions.
