Director of OperationsOverview Manages overall day-to-day operations and is responsible for the effective and successful recruitment, development and management of provider and operations staff, productivity, budget, and quality control and improvement.Ensures effective, safe, and efficient operations. Serves as agency representative on regulatory, governmental, and contract issues. Maintains and develops relationships with community and state colleagues and partners. Enhances operational procedures, systems, and principles in the areas of information flow and management, business processes, enhanced management reporting, and opportunities to maintain and expand services.Develops and implements the agency's strategic plan and budget in collaboration with the CEO.Type Full Time, SalariedLocation Duluth, MNSalary $75,000-$110,000 Annually, depending on experience and qualifications.ResponsibilitiesAll of the following and other duties as identified as necessary for the growth and development of the agency:Develop and supervise a team to oversee recruitment and retention and, including recruitment, selection, training, assignment, scheduling, coaching, counseling and disciplining employees, communicating job expectations, planning, monitoring, appraising and reviewing contributions of all provider and support staff membersAssure performance evaluation and career development for all department managers and supervisors, with review/approval responsibility for all employeesIn collaboration with the CEO, plan, review and implement staff compensation strategies, including research and development of deferred compensation strategies for top leadership including stock options, buy-in, and ownershipMeet or exceed budget projections and expectations for provider staff, departments, and new initiatives, managing staff levels, wages, hours, and hiring to meet needs of referrals for services in each department and development initiativeDevelop and implement strategies to enforce all program, fiscal, and personnel policies and proceduresIn collaboration with the CEO, prepare an annual budget, schedule expenditures, analyze potential pitfalls or problems, initiate corrective actions, and implement strategies for sustainable program maintenance and developmentWork closely with CEO, Directors, and Management Team to set and/or implement policies, procedures, and systems and to follow through with implementation and develop systems for establishing, implementing, enforcing, and evaluating policies and proceduresDevelop and implement efficient and cost-effective processes for service delivery, supply, and equipment and technology utilization and inventory managementOversee billing and accounts receivable departmentMaintain a safe and healthy work environment by establishing and enforcing standards and procedures and complying with legal regulationsCommunicate all operating policies and/or issues to all staff membersDevelop and implement plans for assuring HIPAA compliance and data privacyManage contracts and relationships with payers and key operations vendorsWith CEO, develop response plans for contract requests, RFPs, and other new developmentReview and approve all operational invoices and ensure they are submitted for paymentContribute recommendations for strategic and quality-improvement plans, prepare and implement action plans to improve productivity, quality, and recipient service standards, resolve problems, complete audits, and identify trendsCommunicate with the CEO and legal counsel to ensure all processes remain compliant with program rules and statutes, staff and client safety, OSHA, and other governmental regulationsIdentify and implement strategies for improving use of technology for service deliveryUpdate job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, participating in professional organizationsWith the CEO, develop and implement a sustainable exit strategy for current owners that sustains the organization and develops new leadershipQualificationsMinimum Bachelor's degree in business, accounting, management, and related fields, behavioral health or social services-related field, and 5+ years of successful experience in business operations and/or business development. Familiarity and experience with health care, mental health, or social services strongly preferred. Demonstrated ability to lead and direct the work of others.
