The Health Science Technology (HST) department at the University of Minnesota (UMN) seeks a Project Manager / Business Analyst to support application development, systems integration, data analytics, and other technology and organizational efforts for schools and units within the UMN health sciences. This position will focus on internal efforts within HST, in addition to multiple client projects throughout the UMN health sciences. The individual within this position will take initiative, ensure accountability and follow-through, and will successfully serve as a liaison between clients, technical staff, and leadership. Ideal candidates will have excellent interpersonal and communication skills, as well as a passion for the University's mission of research, education, and outreach.

Job Responsibilities:

Project Management

  • Manage projects through all phases of initiation, planning, execution, and closure
  • Meet with clients, develop project estimates and plans including project objectives, priorities, work tasks, deliverables, and timelines
  • Develop and facilitate formal change management, organizational development, and business process improvement strategies
  • Create and maintain a variety of project documentation (e.g., project plan, charter, risk register, communication plan, test plan, stakeholder log, etc.)
  • Establish and foster positive and strong peer and client relationships, facilitate and manage expectations and competing / shifting priorities and needs
  • Further develop and mature PMO team's processes, toolkit, and templates and department's project tracking methodology, governance, and workflows
  • Facilitate and ensure project compliance with various governances and policies (e.g., university policy, FERPA, HIPAA, etc.)
  • Manage project and personnel resource budgeting, allocation, workload / assignments, tracking, and road mapping / forecasting, and communicate issues or recommendations to leadership
  • Maintain JIRA projects, templates, and workflows and internal policy, protocol, workflow, and knowledge base sites
  • Schedule one-time and recurring meetings, coordinate meeting logistics, create agendas, facilitate meetings, take and disseminate meeting notes, and ensure follow up on action items
  • Verify training completions and maintain permissions / membership for mailing lists, GoogleGroups, Tableau, Confluence, JIRA, GoogleDrive, Box, etc.
  • Assist with staff effort tracking review and monthly client invoicing efforts

Business Analysis

  • Conduct study of existing processes, systems, data, or organizational structures, and utilize various techniques to identify solutions and develop recommendations to meet business needs
  • Elicit requirements using various techniques, serve as liaison between clients (business) and technical teams, and translate and document business needs into technical terms
  • Utilize diagramming tools to create mockups, wireframes, use case diagrams, workflow diagrams, etc.
  • Develop and facilitate formal testing, evaluation, final acceptance, and other change management strategies
  • Conduct usability testing and QA of applications, Tableau dashboards, or other deliverables
  • Perform clean up or updates to data, system configurations, settings, permissions, etc.
  • Create and maintain documentation such as user guides, training materials, or presentation slides

Required Qualifications (must be documented on resume):

  • Bachelor's degree and 2 years of relevant experience or a comparable combination of education, training, and experience
  • Experience in project management or concepts of project lifecycle and workflow
  • Experience with business analysis or requirements elicitation, analysis, and solution discovery
  • Strong initiative and ability to work well both collaboratively and independently
  • Commitment to positive team dynamics, client satisfaction, and creating a diverse, equitable and inclusive environment
  • Excellent verbal, interpersonal, and written communication skills

Preferred Qualifications (please document on resume, if applicable):

  • Experience with JIRA, Smartsheet, Confluence, Lucidchart, and G Suite
  • Familiarity with programming/application development concepts
  • Familiarity with Tableau, databases, SQL, and/or other data concepts
  • Experience with Agile and related methodologies (e.g., Lean, Scrum, Kanban)
  • Experience in testing applications, reports, and dashboards, and conducting usability studies
  • Familiarity with FERPA and HIPAA
