Major responsibilities of this position includes; Fiscal management, budgeting, and planning for/implementing business continuity and risk management of CFS federal and state programs. These responsibilities involve project management and the development and maintenance of related processes and procedures. Responsibilities Administer and coordinate the budget and resources of the Children and Family Services Administration, including fiscal and personnel management, budgeting, and development and maintenance of related processes and procedures. Provide fiscal and technical advice, guidance and strategies to the Assistant Commissioner and Deputy Assistant Commissioner, Management Operations Team, and CFS senior management on the development and administration of fiscal policy, the biennial budget and operational spending plans. Ensure that fiscal processes are performed efficiently and effectively and are reflected in the business' budgetary and legislative proposals. Facilitate and oversee the development of detailed and comprehensive risk assessment studies of major federal and state programs that are administered by DHS that are under the purview of CFS. Analyze and make recommendations on complex issues. Administer and coordinate the Business Continuity of Operations activities related to the Children and Family Services Administration. Analyze and make recommendations on complex issues. Qualifications Minimum Qualifications 3 years of specialized professional experience in human services accounting and/or budget development and fiscal analysis. Experience must demonstrate: Comprehensive understanding of state or county budgeting procedures, including internal controls Demonstrated ability to develop and manage budgets for a complex organization Experience and knowledge working in state or county government accounts management and/or reporting systems Demonstrated ability to manage projects that cross organizational teams Demonstrated organizational skills, including but not limited to the ability to develop and manage multiple tasks and projects simultaneously Bachelors or higher in public administration, public affairs, human services or accounting may substitute for one of year of experience.
