In this capacity, you will interpret contract plans and specifications and recommend changes in design, specifications and schedules to accommodate conditions at the construction site or to expedite construction. You will interpret contract plans and specifications and work closely with the contractor to review compliance with plans and specifications and ensure that work methods, schedules, construction materials and quality of workmanship are in accordance with contract provisions. Work involves complex coordination with a multitude of individuals involved with construction and right-of-way activities. You will have the ability to direct contractor's attention to safety hazards that may affect the work under contract, and ensure corrective actions are taken. Experience includes interpreting plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; and furnishing field information for construction progress.At the GS-11 level: Experience which demonstrates knowledge of the theories, principles, practices, and techniques of construction and construction inspection such as that gained working on the construction of power system expansion and rehabilitation projects which have a voltage rating of 69-kV or above.
