Northrop Grumman is seeking an Procurement Manager 2 for our location in Plymouth, MN.

As a Procurement Manager 2, you will lead the team that sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records and supports the preparation of bid packages. The Commodity Manager is recognized as an expert within the assigned commodity arena.

Procurement Manager 2

The Northrop Grumman Armament Systems Business Unit, is seeking a Procurement Manager to lead a Procurement Organization responsible for executing all aspects of the procurement life cycle within the business unit as a Procurement Commodity Manager. This individual will be responsible for the development, mentoring, coaching and engagement of the Procurement Contracting Officers (PCO), (Buyers), managing workload assignments to ensure that daily requirements are appropriately prioritized and executed to meet the needs of the business, fostering proper engagement with the program functional teams and to facilitate communication of requirements and status to the functional leadership team including the Director of Supply Chain and program stakeholders.

The position also requires technical leadership competencies to form strategies to construct various contracting types for major procurement activities to meet the requirements of the programs and needs of the business. Such activities may include long range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives. The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, knowledge of terms and conditions, an aptitude for DoD contracting and its related requirements and the ability to lead a diverse team with varying requirements and priorities in support of the business.

Responsibilities include:

- Leadership of a commodity procurement team and the professional development of the buyers on your team.

- Review of active procurement requirements and status.

- Development of negotiation strategies and plans.

- Review and approval of purchase order compliance

- Support of proposal activities.

- Review and approval of supplier agreements (ie, Teaming Agreements, Long Term Pricing Agreements).

- Communication within GSC, division, program and business areas of procurement status and issues.

- Identification and communication of items needed from other functional areas in support of issuance of a purchase order.

Qualifications

Basic Qualifications:
Bachelor degree and/or Masters degree in Business, Supply Chain Management, Finance, Industrial Engineering or related field required with a minimum work experience of 4-6 years in U.S. Government procurement, contracts, subcontracts or related field.
The successful candidate must have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments). Applicant must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received.
Knowledge of: U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures.
The successful candidate will possess strong leadership, communication and writing skills as well as identification of risk mitigation techniques and problem solving skills
US citizen (Eligible to obtain secret clearance)

Preferred Qualifications:
Leadership experience of 3+ years as a team lead or manager
