Salary Range $66,619 - $83,274  

 

The City of Grand Forks is now accepting applications for a Network Administrator in the IT department. Requirements include comprehensive experience in computer network systems & security and the equivalent to an Associate’s degree with major course work in network technology or a related field. The City has recently completed a ground-up rebuild of their Cisco network.  This position will be responsible for managing and maintaining all aspects of the City’s network and associated security.  The successful candidate for this position will be a detail oriented enthusiastic team player who has extensive experience with configuring and troubleshooting Cisco switches, Windows servers, VMware & virtual machines, firewalls, active directory management, and needed security.  CCNA, Network+, Security+ and experience with CIS Controls preferred.  Open till filled. NETWORK ADMINISTRATOR

DEFINITION

To perform administrative, technical and advisory work in directing and coordinating the network administration function for the City, coordinate and supervise the work of network analyst engaged in troubleshooting network and computer systems; work with personal computers, network equipment, security, and all associated software.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Assistant IT Director and IT Director.

Exercises direct supervision over network staff. 

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1. Diagnose and resolve network/system problems; devise solutions to work around problem; be on call in the event of network failure, system malfunction or other such problem.

2. Manage projects and internal operations; review network/systems requests for feasibility; prioritize feasible project requests requiring IT resources; consult with third party vendors for solutions and costs.

3. Perform monitoring, reporting, and diagnosing City of Grand Forks LAN and WAN systems; Perform network administration activities for the City, including troubleshooting network switches, firewalls, servers, fiber connections, security, VPNs, and all other network devices.

4. Modify, test and troubleshoot existing computer programs; analyze problems; make modifications to systems, networks, and wide area networks.

5. Prepare documentation for new wide-area networks and changes to existing network in accordance with established standards and procedures.

6. Confer with staff from various departments to solve system problems; coordinate system activities with user to identify needs; utilize networking and communication protocols.

7. Assist various departments with operational problems in networks; analyze causes of problems; design solutions; take corrective action.

8. Perform field installations of PC’s and perform PC maintenance as required. 

9. Serve as the Network Administrator in the areas of security and network reliability.

10. Confer with staff from various City departments; define problem source, formulate solutions, write specifications, prioritize tasks; implement system requests/enhancements.

11. Participate in the research of software and hardware; provide hardware and software specifications for acquisition. Plan and coordinate how new software will be integrated into City Wide Area Network.

Marginal Functions:

1. Attend a variety of meetings as required.

2. Perform related duties and responsibilities as required.

QUALIFICATIONS (Knowledge, Skills and Abilities)

Knowledge: Principles and techniques of various network and communication protocols; Principles of network security; Principles and operating procedures of computer systems and related equipment as it relates to the networked environment; Excellent problem-solving skills for Cisco switches, Windows Servers; TCP/IP and Frame Relay Protocols, and network security.

Skills: Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain mental capacity, which allows for effective interaction and communication with others; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

Abilities: Analyze, design, install and maintain computer systems in a network environment; Read, interpret and apply complex technical publication, manuals and other documents; Perform systems analysis on network design models; monitor data, analyze data and develop logical solutions to complex computer application and network reliability issues; Identify, evaluate and solve problems; Train or instruct users in the use of computer equipment and operating procedures; Make recommendations in computer selection and network hardware.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Four years of comprehensive experience in network system analysis including the maintenance of a variety of computer systems, network systems, and security administration.

Training:

Equivalent to an Associates degree from an accredited college or university with major course work in network technology or a related field.

License or Certificate

Possession of, or ability to obtain, an appropriate, valid driver's license.

WORKING CONDITIONS

Environmental and Physical Conditions:

Office environment; may travel form site to site; exposure to computer screens. Essential and marginal functions may require maintaining physical condition necessary for light to moderate lifting and carrying; sitting and standing for prolonged periods of time; operating motorized vehicles.
