The Western Lake Superior Sanitary District (WLSSD), a nationally recognized leader in environmental protection and pollution prevention, seeks qualified Buyer to perform industrial purchasing work in accordance with the established mission of the District and its defined purchasing strategy and function through its procedures and policies.  The work involves procurement of materials, supplies and equipment, vendor sourcing and related record keeping and processing of requisitions, and preparation of and solicitation of bids and requests for proposals as needed. Performs related purchasing and inventory work as required.  Advises staff on the District’s purchasing policy and purchase requisition process.  Provides a centralized purchasing function.

 

MINIMUM QUALIFICATIONS

Bachelors Degree with focus in business, accounting or related field plus a minimum of two years of verifiable purchasing experience.  Current holders of Certified Public Manager (CPM), Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO) desirable.

KNOWLEDGE REQUIRED

Knowledge of general business methods and practices.  Knowledge of modern purchasing principles, practices and procedures.  Working knowledge of regulations related to governmental purchasing.  Knowledge of electronic procurement data processing systems and commonly used business software.  Good oral and written communication skills.  Ability to work with people in cooperative manner and provide good customer service, both internal and external.  Self-directed and self-motivated.  Ability to exercise good judgment and accept personal responsibility.

JOB FUNCTIONS

PRIMARY DUTIES

  • Assists the requisitioner on specifications and conditions for the purchase of equipment, supplies and materials to procure the quality needed at the most favorable cost applying a value buying strategy for the District.
  • Prepares RFP’s and bid documents working with requestor to insure proper laws and procedures are being followed.
  • Negotiates purchases of supplies, materials, equipment and services; confers with supervisor and other personnel concerning qualities, quantities and sources of supply; keeps records and files of sources of supply and current prices; performs related inventory management work as required.
  • Notifies requestor of expected receipt dates and works to ensure that purchases are made to accommodate purchasing lead times.
  • Performs problem resolution for all purchases made to ensure that the District is receiving what it ordered and is paying the appropriate prices.
  • Examines, processes and monitors requisitions in the most efficient manner possible to enable consolidated purchasing from vendors.
