This position is located in St. Paul, MN and is responsible for the development, implementation and management of certification and recertification processes. This position engages in policy development and implementation, strategic program management, group facilitation, and practical problem solving. Both voluntary and collaborative approaches are used to achieve results consistent with MN Pesticide Control Law 18B and the MN Fertilizer Law 18C and appropriate rules. Pesticides are an important agricultural input and a tool used to control pests to sustain agricultural yields in our state. Risks associated with use of pesticides and manure must be properly mitigated in order to achieve beneficial results without undue harm. This position will maintain and evaluate the organization and definitions of applicator categories, the creation of new and revision of existing study manuals/exams in response to new pesticide technologies and laws/regulations/policies. This position is responsible for the coordination of outreach and education workshops for Pesticide and Commercial Animal Waste applicators. The position will serve as the liaison between the MN Department of Agriculture and the University of MN Extension, workshop sponsors, and various stakeholder groups throughout Minnesota.

Qualifications

Minimum Qualifications

Two (2) years of experience of working in agricultural extension or implementing agricultural rules, or policy related to pesticide use. NOTE: A Bachelor's degree in Environmental Science, Agriculture, Education, Public Policy, or a related field may substitute one year of professional experience.

Knowledge of pesticides.

Experience in project management related to agriculture, pesticide licensure, or the environment including strategic planning and development/implementation of work plans.

Excellent verbal and written communication skills; ability to conduct presentations and create publications, documents and/or reports.

Ability to speak in front of medium to large sized groups and effectively communicate important regulatory concepts.

Ability to synthesize multiple streams of information to make decisions.

Proficient with computers, standard software, and web applications

Must have a valid driver's license and an acceptable motor vehicle record subject to review.

Preferred Qualifications

An advanced degree in Agriculture (Weed Science, Entomology, Agronomy), Environmental Science, Education, Public Policy, or related field.

Three (3) plus years of experience of working in agricultural extension or implementing agricultural rules, or policy related to pesticide use.

Knowledge of pesticide licensure.

Knowledge of Minnesota statutes and federal laws pertaining to pesticide programs under MDA jurisdiction.

Physical Requirements and Environmental Conditions

This position requires travel within state for extended periods of times and the need for frequent after-normalbusiness-hour commitments. Position also requires travel out-of-state from time to time. Position requires physical dexterity that permits standing, kneeling, bending and stretching, and climbing up and down steps or ladders, lifting up to 20 pounds and traversing slippery/unevensurfaces. Position must perform routine office tasks such as sitting and viewing a computer. All applicable State, Department and Program safety policies must be followed, including: use of personal protective equipment (PPE), safe operation of motor vehicles and prohibited confined space entry.
