This role is a key leader in the proposal process to develop the strategy and the solution and then produce winning RFPs and pitches for each opportunity. This leader will be assigned specific opportunities and contribute to management and coaching of proposal writing staff responsible for responding to UnitedHealthcare Community & State proposals for both new markets and for reprocurements; coordinate proposal development activities including working with the director of proposal development, director of training, proposal directors, accountable owners and content owners to draft proposals for new and existing State partners. Participate as a proposal writer when necessary.

Primary Responsibilities:

  • Oversee the ongoing proposal development efforts of the proposal writing staff in response to winning themes, RFPs, RFIs and other marketing documents needed in the course of new and existing business opportunities
  • Coach writers to improve writing strategy and techniques including outline development and ensuring the proposals are concise, use active voice and are customer focused
  • Work with solutioning team to develop writing strategy for win themes
  • Support and guide writers and their role in the upstream strategy
  • Oversee and assign proposal-writing resources to key projects
  • Contribute to standards for proposal development, set standards for business retention and optimization
  • Review and assess performances on each proposal submitted and identify opportunities for improvement
  • Actively participate, review and contribute to major proposal reviews, ensuring clarity of key themes and market messages
  • Recruit, hire, train, mentor and provide feedback and performance reviews for the proposal writing staff
  • Set goals and monitor staff goals in regard to deliverables
  • Provide staff and director of training with proposal-specific feedback to ensure the final written product meets C&S standards and RFP requirements, and is completed according to defined deadlines
  • Contribute to ongoing continuous improvement of the Community & State proposal development process
  • Update and manage the implementation of the Style Guide including proposal-specific term sheets
  • Escalate conflicts and issues to the Director, Proposal Development as necessary
  • Conduct other proposal services duties as assigned
  • Review requests for proposals (RFPs) and related documents furnished by the procuring agency; analyze to understand and capture specific operational, administrative and proposal requirements
  • Contribute ideas regarding business solution based on own ideas, experience and research
  • Review prior Community & State proposals to extract relevant content for use in proposal development; work with content manager to determine relevant elements
  • Inspect and edit own work for clarity and conformance to requirements; work with proposal leadership to address editing issues
  • Complete work according to deadlines provided by proposal leadership
  • Participate in cross-functional teams. Work extensively in collaborative environments

Required Qualifications:

  • Bachelor's degree or equivalent work experience
  • 5+ years of proposal operations or related proposal experience
  • 5+ years of project management experience in a fast-paced deadline-driven environment
  • 3+ years people management experience
  • Experience working in a large, matrix organization with multiple stakeholders
  • Intermediate or greater proficiency in Microsoft Word, PowerPoint, Outlook and Excel

Colorado Residents Only: The salary range for Colorado residents is $94,500 to $171,700.
