We are seeking a leader to join Sanford Health Plan's growing Government Programs team.

Job Summary

The Manager, Government Programs applies advanced knowledge and experience to complex, interconnected complementary deliverables while ensuring associated projects are in line with each other. Responsible for overall plan performance through the management of profit and loss drivers that ensure key operational metrics are achieved. Provides resources and oversight to develop infrastructure, standards, and policies and procedures for government programs and participates in the strategic development of its products and services. Serves as principal contact with internal staff and regulatory agencies relative to government products and services. Leads and facilitates the management of the benefits, operations, communication, reporting, and data exchange of the government products in support of business objectives. Responsible for operational compliance and adherence to state and federal regulations.

Manages the day-to-day operations and staff in designated program. Provides overall leadership and guidance around staff education and cross training. Able to function as a resource to employees. Demonstrate confident leadership aptitude.

Determines own methods and approaches to work; establishes work priorities and timelines for own work, the team, as well as cross-functional teams.. Builds professional networks and identifies and connects resources to solve issues and achieve goals. Serves as a resource for leadership, stakeholders, and cross-functional teams.

Collaborates with Sanford Health Plan's implementation team, vendors, and other operational units to ensure the products are accurately defined, communicated and configured; all member communications are compliant and data exchanges and reports are accurate, timely and meet federal requirements. Maintains responsibility as the subject matter expert on government products and processes.

Serves as a leader, and member, of cross-functional teams involved in product development, implementation, process improvement, education, and operational performance. Aligns program projects and assesses the impact of programs on business performance. Provides direction and leadership to all teams working on program projects. Defines the scope of the program and projects that support it while defining best practices, processes, and policies to ensure alignment with program objectives. Plans, organizes, and delivers key projects/programs and its activities in accordance with the mission and goals of the organization. Manages resources, schedules, and financials and adheres to quality and control guidelines.

The Manager has authority over the program and its projects and assumes responsibility for the overall program. Analyzes financial statements, quality reporting, and other operating metrics to assess performance of key profit and loss drivers. Initiates interventions to improve overall plan performance by activating cross-functional teams, including those across Sanford health, and external stakeholders, such as providers, consultants, and regulators. Presents program/project proposals, updates, and outcomes to senior leadership.

Manages and serves as the regulatory interface and liaison. Responsible for the overall management of government program certification, quality reporting, member materials and website content, and regulatory and statutory standards and requirements.

Qualifications

Bachelor's degree in a related field is required or minimum seven years equivalent experience in health insurance. Master's degree preferred

Previous experience working with business stakeholders in a cross-functional matrix environment required. Intermediate level of proficiency with Microsoft Office required.
