Position Summary:

Responsible for the successful management of Bakari Center and YCSF operations, MST Coaches, and program oversight. Responsibilities include supervision of staff, and implementation of interventions. Provide direct oversight of the Residential Care Center Supervisor, Youth Coordinator, and Lead MST Coach. Works closely with the Assistant Program Director and Program Director to manage all program services, facility-related needs, and staff. Responsible for collaborating with the Director to ensure Bakari Center remains in full compliance with all State of Department of Children and Families (DCF), Department of Health Services (DHS) and Milwaukee County Division of Youth and Family Services (DYFS). Oversees all operations within to ensure children's needs are being met, the environment remains therapeutic, and there is efficient day to day operations.

Essential Functions
  • Responsible for the management of the MST Program.
  • Frequently collaborate with the funding source Division of Youth and Family Services including administration, contracted agencies, providers, and Human Service Workers.
  • Responsible for providing leadership to the MST Team.
  • On call responsibilities for clinical and programmatic needs.
  • Responsible for the implementation of a therapeutic environment, onsite treatment, and therapeutic interventions.
  • Embrace and role model Dialectical Behavior Therapy (DBT) in all interactions with youth and staff. Manage staff through the DBT model.
  • Monitor the treatment progress and responsible for conducting risk assessment and developing comprehensive plans to ensure youth safety.
  • Responsible for providing supervision to the Resident Care Worker Supervisors, Lead Clinician, Clinicians, Lead MST Coach, MST coaches.
  • Responsible for training staff and completing documentation in accordance with funding requirements.
  • Responsible for ensuring Bakari Center, in collaboration with the Director, remains in full DCF licensing compliance and DYFS contract compliance.
  • Support and monitor the QA/QI process within YCSF and MST.
  • Frequent collaboration with all supervisory team members and staff including leadership meetings, training, shift huddles, etc.
  • Oversee programming and implementation in according to funding guidelines.
  • Provide on-call services pertaining to clinical questions and concerns to operations staff in a rotation with other program managers and the clinical team.
  • Oversee daily operations of program components, inclusive of staff performance.
  • In collaboration with the Director ensure that serious incidents as defined by DCF are reported in writing to DCF and DYFS within required timeframes.
  • Embrace and coach the verbal and physical de-escalation model called Vistelar.
  • Manage personnel issues in collaboration with the Director and Assistant Program Director including hiring, training and supervising staff; approving expense vouchers and time cards; completing performance reviews; implementing disciplinary measures; conducting staff meetings; and identifying and planning staff development and training opportunities
  • Provide guidance and direction to staff to ensure effective service delivery and problem-solving with youth and parents.
  • Ensure that all staff who work with residents are aware of the requirements of Wisconsin Chapter DCF 52 and ensure that staff are aware of the requirements of s. 48.78 or 938.78, Stats., s. 51.30, Stats., and Ch. DHS 92 on confidentiality and s. 51.61, Stats., and Ch. DHS 94 on patient rights and the rights otherwise accorded under DHS 34 and the criminal and civil penalties for violating those statutes and rules.
  • Maintain updated Policy and Procedures Manual in collaboration with the Director.
  • Ensure fair and equitable treatment of youth, families, and staff.
  • Uphold and promote a positive and supportive culture for children, families, and staff.
  • Maintain client confidentiality within all written and verbal communications
  • Adhere to state certification requirements.
  • Adhere to WCS Policies and Procedures.

Other Duties and Responsibilities

Provide coverage and service to youth and families as needed. Other job-related duties as may be necessary to carry out the responsibilities of the position.

Job Qualifications:

Minimal Qualifications:
  • Master's degree in Social Work or related field from an accredited college or university.
  • A minimum of four (4) years in youth services programming working with youth with mental health and substance use needs.
  • Ability to display cultural competence by responding respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions and other diversity factors in a manner that recognizes, affirms and values the worth
  • General knowledge of budget concepts and formulation.
  • Ability to prepare reports using proper writing skills.
  • Strong organizational skills, ability to manage multiple complex tasks, strong professional communication and teamwork.
  • Valid driver's license, automobile, and insurance sufficient to meet agency requirements.
  • Meet all the employee requirements including references, criminal background check, drug test, and driver's license check.

Other Job Information (if applicable):
Work Relationship and Scope: Reports directly to the Bakari Center Program Director. Has contact with a wide variety of individuals including youth and family members, other program staff, vendors, and other collateral contacts, neighbors, funders, DYFS, Milwaukee County Wraparound Milwaukee, MPS staff and administrators, staff of youth serving agencies and the general public.

Knowledge, Skills, and Abilities: Working knowledge of positive child/youth development; patience and understanding of difficult life needs; the ability to interact with escalating youth and/or parents in a calm and professional manner; ability to follow oral and written instructions; ability to respond appropriately in crisis situations; proficient with Microsoft Word and Excel; perform basic computer functions; uses time efficiently and effectively; ability to multi-task; sensitivity towards cultural, ethnic and disability needs.

Working Conditions:

Will be located at the residential care center for youth. Works in residential setting as well as office setting. A large amount of time spent working with youth and staff. Time will be spent on a computer. Frequently attends meetings, and travels is required. Works with diverse groups of people, including staff and funding sources. Will spend time interacting with youth and their caregivers.

Physical Demands:

Sitting for extended periods of time and may be several days during the week. Mobility is required and the use of physical de-escalation (Vistelar) is required. Ability to perform computer work. May occasionally lift or move objects up to 25.
