This position supervises the operation of materials management and procurement functions for District 4. This includes providing supervision and leadership to the inventory staff, shipping and receiving, purchasing, consumable inventory, fixed asset process, development and implementation of purchasing inventory work planning efforts, and disposal of surplus and obsolete and waste materials.  This position will be located in Detroit Lakes with travel to Morris on a regular basis.

Minimum Qualifications:

  1. One year of professional supervisory experience of staff in inventory control, accounting, or purchasing;

    OR

  2. Two years of professional experience as a professional buyer or in accounts receivable.

    A Bachelor’s degree in Accounting, Finance or Business Administration will substitute for up to one year of professional experience outlined above in b).

    Candidates must also demonstrate on their resume:

  • The incumbent must possess leadership skills and the ability to supervise, coach and guide employees.
  • Knowledge of purchasing functions including:  bidding processes, specification writing, credit card management, materials management rules and regulations.
  • Sufficient experience and skills to manage an inventory and purchasing function servicing departments such as road construction; roadway operations; heavy equipment repair and maintenance; building maintenance, repair and construction; administrative units.
  • Knowledge of inventory management such as:  cycle counts, 100% inventory, issuing and distribution tracking processes, just-in-time inventory practices.
  • Advanced computer skills including knowledge of Window based operations.
  • Human relations and communication skills sufficient to motivate and direct others.

Preferred Qualifications:

  • Local purchasing certification for the $10,000 level with the Minnesota Department of Administration or be able to obtain it within three months.
  • Knowledge of the Department of Administration procedures.
