This position will also oversee the development, promulgation and adoption of rules related to the work done by the Health Regulation Division.Responsibilities include: Leading the process of developing statewide policies for the healthcare regulation division to ensure that programs, policies, and contracts comply with state and federal laws, rules, and regulations; represent the department to legislative staff and elected representatives, state agencies, health care providers, advocacy group representatives and consumers. Conducting analysis on legislative bills affecting the division; drafting legislative language as needed; responding to legislative inquiries; appearing on behalf of the division at the legislature on bills by attending meetings with legislators, testifying and meeting with lobbyists and other interested persons; working with stakeholder groups either to address conflicts or by representing the department in critical workgroups. Developing the necessary educational materials needed to informal all partners and the public when new policies are implemented; evaluating and assessing program performance data, developing and promoting long range strategies for oversight of regulatory programs and quality of services; and managing attorney general's office services and requesting for documents and information as they relate to division responsibilities. Acting as the subject matter expert on rulemaking processes and procedures. Acting as a liaison to coordinate rulemaking activity between the Health Regulation Division and other State and Federal agencies, local delegated agencies, industry and other interested parties. Working within Department guidelines for rules adoption and be capable of working with a wide variety of government agencies, industry representatives and other interested parties.Qualifications Minimum QualificationsThree years of professional experience developing policies. Experience must also include including performing legal research; drafting legal documents, legislation or rules; providing formal written and oral advice; and interpreting the impact of policies and implementing new policies into existing practices.Knowledge of the Vulnerable Adults Act, state and federal regulation of both state and federal healthcare facilities and their regulation.Ability to manage projects and facilitate consensus among a variety of agencies and stakeholder groups.Experience writing complete, comprehensive and effective reports, memoranda, rules, statements, and correspondence.Familiarity with, or aptitude and interest, in government policy development and implementation, learning Minnesota rulemaking, administrative law and government data practices.Preferred QualificationsFive or more years of professional experience as described above.Advanced degree in law, public health, public policy, public administration or related field.Knowledge in government policy development and implementation, administrative hearings, district court actions, and judicial appeals and Minnesota rulemaking and administrative law.Experience interpreting legislative bills, statute, and rule; analyzing legislative budgets; and drafting bill language, bill summaries and fiscal notes.Knowledge of state and federal rules, laws, policies and procedures related to rulemaking, data practices, and state government contracting and grant making laws.Ability to establish and maintain effective working relationships with key stakeholders and planning groups.Ability to persuade, explain and present technical and legal information to a wide range of groups.Listening skills, persuasive analysis and organizational skills to be able to work on a wide range of issues affecting all levels of government and the private sector.Ability to work independently.Additional Requirements Successful completion of a background check.
