Job Summary

Job Summary

This position is located in the Facilities Management Office (FMO) at Camp Ripley. The purpose of this position is to support the Department's Building Construction and Facility Maintenance programs, and other Directorates of the Minnesota Army National Guard, by providing contracting and acquisition expertise and services. Construction, maintenance, services and commodities are acquired in accordance with applicable laws, rules, policies and procedures.

This position functions as an advisor to the office and Department personnel on procedures relative to professional/technical consultant contracts; construction contracts; service contracts; interagency and joint-powers agreements; acquisition of commodities; and consumable inventory matters.

The incumbent must maintain effective relationships with Departmental managers, military personnel, National Guard Bureau personnel, State and Federal agency personnel and managers, consulting firms, contractors, and vendors.

Qualifications

Minimum Qualifications

Three years of advanced professional work experience demonstrating the ability to:

* Closely adhere to supervisory duties and responsibilities; which includes ongoing responsibility to prioritize, schedule, assign, direct, guide, counsel, evaluate, and report on the work of assigned employees.
* Develop and lead a team to accomplish work related objectives and tasks, meeting overall organizational requirements.

Supervised multiple personnel concurrently over the duration of three or more years.

Ability to obtain $50,000 Authority for Local Purchase (ALP) within one year of hire. See the following website for details:

Well-versed in Microsoft Office products; to include Outlook, Word, Excel, PowerPoint, and OneNote.

The ability to manage a purchasing department with varied experience level staff members, and must be able to prioritize, organize, review and provide constructive comments on staff tasks/responsibilities.

Skilled in dealing with others in a work relationship to present information orally and in written form.

Ability to communicate in writing sufficient to compose guidelines, requests for proposals, contracts and specifications, procedures, reports and correspondence to convey information, decisions and/or explain concepts, and requirements.

Preferred Qualifications

* A Bachelor's degree in Finance, Accounting, Administration, Business Management, or a related field.
* Certified State Purchasing Agent holding $25,000/$50,000 Authority for Local Purchase (ALP).
* $2 million construction delegation.
* State Purchasing, State Contracting, and consumable inventory management experience.
* Ability to develop employee training to promote employee growth and knowledge development.
* Job-related post-secondary education/training, apprenticeships, certifications and licenses.
* Must be able to obtain delegation from the Department of Administration to solicit for and execute contracts for construction, maintenance and repair, of real property under the custodial control of the Department of Military Affairs.
* Knowledge of overall office and Department operations, and State and Federal fiscal requirements in order to meet needs, execute budgets, and ensure effective long-range planning.
* Ability to identify opportunities for process improvement, resolve problems and develop and implement solutions.
* Bookkeeping/accounting experience.
* Computer skills (e.g., training/experience in use of general office application/productivity software such as e-mail, word-processing, database/spreadsheet, etc.) sufficient to prepare documents, input work orders and various work-related communications.
* Software experience: SWIFT (Statewide Integrated Financial Tools), AiM.
