The Capacity Building and Engagement Program Manager is responsible for planning, implementing, and coordinating GMHF's emerging developer and small landlord capacity building program activities. The purpose of the program is to assist persons who are interested in providing affordable housing but have been unable to do so due to lack of experience, training, or financial resources.

The capacity building program will provide additional resources for emerging developers and owners by providing access to training, mentoring, and technical assistance resources as well as project financing for their affordable housing developments. The program will expand development capacity in strategic locations throughout all six regions of greater Minnesota, with an emphasis on Tribal housing organizations and key housing markets in greater Minnesota such as Rochester, Duluth, Moorhead, St. Cloud, Mankato, and smaller markets where there is a need for affordable housing and a growing immigrant population.

GMHF has moved to a Hybrid Work Solution where staff set approved work location schedules that may include remote and in-office work.

Responsibilities:

The Capacity Building and Engagement Program Manager will coordinate capacity building activities in the following ways:

  • Providing input to the final program design for the Capacity Building Program. Based on community needs as well as local and regional market conditions, the program manager will work with GMHF management and staff to finalize program activities. The program plan will include identification of target market areas with concentrated needs where impact can be amplified through focused investment and increased access to low-cost capital from GMHF and its financial partners, grant funds for technical assistance, and staff expertise in the areas of underwriting and asset management.
  • Implementing the Capacity Building Program. The program manager will manage the ongoing implementation and program delivery activities, which will include the following:
  • Facilitating the deployment of capacity building program grants and support that will provide emerging developers with access to funding for predevelopment costs, training programs, developer mentoring support, and technical assistance from experienced consultants and GMHF staff as appropriate.
  • Facilitating early-stage financial support to emerging developer of color organizations and small landlords to enable the preservation of naturally affordable housing or creation of new affordable housing.
  • Identifying opportunities to provide organizational grant making to support partner training organizations to expand access and further develop programs as well as to developer partners to support their DEI efforts.
  • Building a network of appropriate technical experts and providers of planning services to emerging developers, builders, and landlords; identify and establish a network of trusted advisors within various ethnic communities in greater Minnesota.
  • Broadening GMHF's engagement with new developers. The program manager will identify and engage with developers of color, emerging developers, and small landlords who are interested in providing affordable housing but have been unable to do so because of lack of experience, training, or financial capacity.
  • Facilitating the creation of a project pipeline of developments led by people of color and small landlords. As outreach and capacity building activities advance, the program manager will facilitate an engagement process leading to the creation of a development pipeline and coordinate with GMHF staff and outside organizations to provide technical assistance and project financing.
  • Establishing outcome measurements to document advancement of capacity building efforts. In alignment with other GMHF outcome measurement efforts, the program manager will facilitate the definition of and track the outcome measurements necessary for tracking program progress and reporting impact.



Required Experience

  • Proven experience in housing development, economic development, and/or community development.
  • Ability to assess the financial viability of proposed projects, experience level and technical needs of perspective developers, landlords, and properties, and judge the appropriate resources needed.
  • Proven project management skills, able to manage multiple priorities, meet deadlines, communicate efficiently, and organize critical path efforts with internal and external partners.
  • Extremely well-organized and self-directed, able to work in a high energy team environment with extensive interactions, and able to work independently and drive a program.
  • Direct knowledge and experience working effectively with financial institutions, local government, employers, entrepreneurs, developers, and others with emphasis on greater Minnesota.
  • Experience working statewide with an emphasis on greater Minnesota including both urban and rural communities as well as Minnesota's communities of color; familiarity with regional and local community development leaders of color and their agendas is desired.
  • Ability to think strategically, anticipate emerging opportunities and assess evolving circumstances and adapt plans and activities accordingly.
  • Ability to engage around common goals with allied organizations, such as government, business, associations, community organizations, entrepreneurs, and property owners.
  • History of managing and aligning internal operations to support strategic business priorities.
  • Driven by mission to think creatively and collaborate with others with complementary goals.
  • Excellent communication, public speaking, meeting facilitation, and negotiation skills.
  • Ability to generate and directly produce high quality work products, including written plans, reports, proposals, narratives, and budgets.
  • Expert in all MS Office software tools, and ability to quickly learn multiple additional core office programs.
