Boulevard Apartments offers 235 units of affordable tax credit housing. This role is responsible to audit site files and assist in all areas regarding compliance with Section 42 and Section 8 affordable programs and help manage the assigned portfolios' affordable program(s) either directly or in conjunction with available staff to ensure compliance and efficiency. A strong focus on customer service, community relations, and knowledge of fair housing is critical to success in this role.ESSENTIAL FUNCTIONSAssists applicants with the application process by explaining all applicable forms. Ensures applications are accurate and complete. Submits completed applications to Property Manager and/or Compliance for approval in timely manner. Meets Company benchmarks for occupancy, rent collections and timely compliance paperwork. As applicable, conducts credit and criminal background checks for applicants. Follows procedure for notifying approval/denial based on report results. Maintain complete and accurate property files and records, according to department systems, with an emphasis on documentation for future reference. Coordinates with Corporate support staff on management company procedures for processing and distributing information. Must be respectful of resident/tenant privacy, including specific commercial tenant needs. Prepares all resident files to include all preparatory paperwork; prepares all move-out materials. Ensures compliance with state, federal and local housing laws. Complies with all Sherman Associates, agency and city compliance requirements. Assists with subsidy administration in accordance with HUD rules and regulations. Performs resident file inspections to ensure all documentation and filing requirements are met and that the documentation is complete and correct. Monitors compliance with applicable state, federal and local laws as they relate to housing program/policy. Ensures compliance with the site's compliance programs. Ensures timely compliance with Tax Credit and Section 8 recertification timelines. Ensures timely completion of Section 8/Section 42 annual recertification process. Assists Site Manager with legal proceedings involving compliance regulations/terminations. Maintains resident files in accordance with the applicable housing program regulations and Sherman Associates policies. Stays abreast of all compliance issues and updates. Ensure compliance requirements are being met with the sites affordable programs. Responsible for inspecting certification packets for completeness. Assists in training staff in use of compliance administration, as applicable. Interviews residents and completes annual recertification. Filing MI/IR/AR/IC certifications into residents' files. Keeps management informed at all times in the areas of: Resident/tenant complaints Suggestions for improvement of property performance Status of vacancies/projected occupancy Any legal actions Works on the last day and first day of each month until responsibilities completed; some overtime may be required. Other tasks & duties as assigned based on business need. Experience and Skills1-3 years of industry experience within residential real estate; or an equivalent number of years of education and real estate management experience. Additional education in real estate, compliance and/or business management is preferred. COS, COM, HCCM designation strongly preferred; or ability to obtain as applicable. Excellent verbal, written and presentation skills; Ability to communicate effectively with community tenants, vendors / external parties, and across corporate divisions. Knowledge of Real Page or other related Property Management software (Yardi, Lead2Lease, OneSite Accounting, etc.) strongly preferred. Understanding of Affordable Housing Programs (HUD / WEDA Programs) strongly preferred. Experience with diverse communities, including residents/tenants limited English proficiency. Office hours may vary due to the specific needs of the portfolio.WORK ENVIRONMENTThis job operates in a professional office environment.
