Program Officer – Economic Development

Emphasis: CDFI Lending for Community Impact & Investment

The Program Officer – EDP CDFI will play a lead role in Northwest Minnesota Foundation’s Entrepreneur Development Program (EDP) and maintenance of our certification under the Community Development Financial Institution program (CDFI). As the CDFI program Lead, you will support the full spectrum of activities associated with a well-managed, high-impact loan portfolio. Specifically, you will apply your financial, analytical, project management, reporting capabilities, and research skills to identify, diligence, on-board, and manage lending relationships with our regional customer base and loan committees. Within your new role you will support the community impact and investment programs and the EDP program, to advance Northwest Minnesota Foundation’s socioeconomic mobility objectives, including diversity, equity and inclusion.

Specific responsibilities will include:

  • Pre-qualify and structure loan packages (renewals and new originations) for underwriting and approval, present applications and servicing actions to the respective loan committee. You will work with support staff, other lending staff and Accounting to track loans and servicing actions from submission to closing and funding.

 

 

  • Assist in managing and reporting for NMF’s Small Business Emergency Loan portfolio. You will lead on the development and submission of required compliance reporting under the CDFI program, coordinate with Accounting to provide complete CDFI reports on a timely basis, innovate on data collection mechanisms to report on the impact of CDFI financing in an efficient, user-friendly interaction.

 

 

  • Will collaborate with other NMF initiatives including philanthropy who oversee philanthropic relationships with borrowers to develop deeper, multi-faceted relationships. This position will also analyze data on uses of loan proceeds and document community impact of investments and help craft stories that illustrate socioeconomic mobility outcomes.

 

 

  • Conduct ongoing research and track trends in the CDFI industry, peer institutions, and nonprofit advocates to inform strategy and program design.

Ownership of:

  • CDFI loan portfolio management
  • Small Business Emergency Loan (SBEL) portfolio management
  • Compliance reporting for CDFI and SBEL loan portfolios

Will collaborate in:

  • Delivery of loans to northwest Minnesota businesses
  • Other NMF initiatives and activities

Required Qualifications:

  • Bachelor’s degree in business administration, finance or related field.
  • At least two years of project management experience

Preferred Qualifications:

  • Knowledge of and experience with CDFIs
  • At least two years of underwriting, community development, nonprofit, or government agency experience in community development or capital programs
  • Proficiency in technology and/or cloud-based computer systems
  • Four year of small business lending experience preferred. National Development Council certification as an Economic Development Finance Professional desirable.
  • Organizational skills with an ability to focus on details
  • Ability to function in a team relationship
  • Minimum of four years working and communicating directly with small business owners.

This position is salaried, commensurate with experience.

The primary location for this position may be a remote home office that is located in the twelve counties or two tribal nations served by the Foundation. A successful individual in this position will spend adequate time in person at our Bemidji offices to foster collaboration and effective team building.
