Summary This National Guard position is for a SUPERVISORY FACILITIES OPERATIONS SPEC (PROGRAM MANAGEMENT), Position Description Number NGD and is part of the JFHQ - CFMO. This is a Title 32, Dual-Status position. AREAS OF CONSIDERATION: - All members of the South Dakota Army National Guard Responsibilities As a SUPERVISORY FACILITIES OPERATIONS SPEC (PROGRAM MANAGEMENT), GS-1640-12, you will: This position is located in ARNG Construction and Facilities Management Office (CFMO), Facilities Management Branch. The primary purpose of this position is to program, manage, schedule and direct the operations, maintenance and repair, rehabilitation and improvements to ARNG facilities in a geographically separated area. Additionally, this position administers the state NGB energy management program. Supervises the work of the function. Supervisory duties require a minimum of 25% of the incumbent's time. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. COMPATIBLE MILITARY ASSIGNMENT: Officer or Warrant Officer. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience in the KSAs listed below. Experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Skill to utilize problem solving and critical thinking. Skill to function effectively in emergency situations and in an environment of constantly changing priorities.
