About the Position: This position is located with the United States Army Installation Management Command, United States Army Garrison Fort McCoy, Directorate of Plans, Training, Mobilization and Security at Fort McCoy, WI.
Lead subordinates to organization success and high performance supporting the overall directorate mission.
Provide positive, professional and effective leadership daily to subordinate unit organizations.
Demonstrate visible support for Army Values, Organizational Beliefs, and Core Competencies through leadership, positive behavior and conduct.
Coordinate directly with commanders, staff, and unit representatives to accomplish assigned missions on Fort McCoy.
Confer with top managers to establish broad mission requirements and objectives, plan for accomplishment, and provide guidance and direction.
Serve as a focal point of information and point-of-contact with other headquarters on policies and procedures for installation management.
Develop organizational vision with program goals, priorities and values.
Ensure assigned organization missions, functions, systems and programs are accomplished accurately.
Conduct financial management planning to execute and achieve Command Group and Higher Headquarters (HHQ) targets and goals.
Execute contractual and financial responsibilities to meet budget benchmarks and purchase timelines.
Prepare plans, processes, and program documentation/files/materials and policies for organizational mission accomplishment.
Develop strategic objectives, performance goals, and action plans to modernize and improve installation capacity and capabilities.

Advise the best way to integrate and utilize installation resources in support of existing and future missions.
Conduct a wide range of briefings on Fort McCoy and DPTMS capabilities, capacity, policies, strategic objectives, goals, and vision for the future.
Advise employees of work expectations and accountability standards.
Design strategies to maximize employee potential.
This position requires you to obtain and maintain a Secret clearance.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes extensive experience with military planning, policies, operations, and procedures in one or more areas of modernization, training, mobilization and/or security; conducting strategic planning to develop performance goals and measures; developing action plans to achieve installation objectives; analyzing mission requirements and formulating plans, policies and/or procedures; identifying and coordinating budget and purchase requirements; effecting acquisition and financial management to meet organizational goals; and providing senior level briefs on policies and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
