Description

The primary objective of this position is to uphold state and local laws, and provide timely response and appropriate public safety services at all times and to demonstrate and maintain effective relations with the public.

Essential Functions

Maintains effective relations with the public.

* Initiates and participates in community engagement activities to continue positive community relationships.
* Effectively adapts communication style to the audience, listens carefully, uses respectful language and tone, and appropriate interpersonal and rapport building strategies to diffuse situations.
* Participates in citywide training designed to strengthen interpersonal, communications and leadership skills.
* Provides exceptional customer service to Plymouth residents, business owners and visitors.
* Demonstrates a full understanding of - and respect for - the diversity of the community, co-workers, and supervisors, including individuals with disabilities or whose first language may not be English.

Responds to a wide variety of service calls in which a variety of actions may be taken requiring initiative, judgment and appropriate use of force.

* Investigates and documents reports of domestic disputes among family/neighbors.
* Investigates and documents reports of prowler/trespassing.
* Investigates and documents reports of disorderly conduct/public nuisance.
* Investigates and documents reports of intoxicated (liquor, drugs) person.
* Investigates and documents missing/found person calls.
* Investigates and documents reports of traffic accidents.
* Responds to burglar/fire alarms.
* Responds to reports of serious crime (e.g., robbery, assault, rape, burglary, etc.)
* Responds to other service calls as apparent or assigned.

Provides emergency service to protect life and property.

* Rescues victims in life-threatening situations.
* Provides emergency medical service (first aid) at scene of accident/crime.
* Responds to emergency, non-routine service call.
* Manages crowd at demonstration, protest, picket line, emergency scene, etc.

Investigates suspicious circumstances by gathering evidence and documenting information.

* Detains and interviews suspicious persons.
* Observes and reports potential trouble spots and congregations of people.
* Investigates and reports public nuisances.

Performs arrests at scene of crime/accident.

* Places individual under arrest (search, give rights, question, etc.)
* Administers test for intoxication at scene.
* Transports arrested person.
* Processes arrested person (booking, fingerprints, lock-up, etc.)

Conducts preliminary crime/accident investigations.

* Searches crime/accident scene for physical evidence.
* Secures crime/accident scene and evidence until other law enforcement officers arrive.
* Surveys crime/accident scene for witnesses and interviews witnesses.
* Interviews suspects.

Follows-up crime/accident investigation and arrests offenders.

* Assists investigators in follow-up investigation as assigned.
* Takes statements/confessions.
* Participates in the serving of warrants.
* Performs stake-out surveillance of persons or places.

Identifies physical and safety hazards that affect the Community's well-being.

* Investigates and arranges for removal of abandoned/stolen vehicles.
* Inspects and reports public safety hazards (broken water mains, gas mains, power lines, semaphores, construction sites, etc.)

Enforces traffic laws.

* Writes traffic citations or warnings for moving, mechanical or safety violations.
* Utilizes stationary/moving patrol for speed, red lights or other violations.
* Enforces fire lane, handicap and other parking laws.
* Participates in traffic pursuit.

Conducts routine patrol activities.

* Plans patrol route for upcoming shift.
* Patrols residential, business, public areas.
* Performs foot patrols.
* Talks with residents or business persons about potential problems in assigned patrol area.
* Enters vehicle license numbers into CAD to validate vehicle registrations and driver's licenses.
* Transports property or delivers materials.
* Guards prisoners.
* Appears in court as a witness for the prosecution.
* Serves warrants.
* Provides assistance to stranded motorists.
* Processes lost/stolen/found property.

Performs administrative and non-patrol activities. Qualifications

Minimum Qualifications

* Must be eligible for licensure under the rules and regulations of the Minnesota Board of Peace Officers Standards and Training (P.O.S.T.).
* Communicates effectively orally and in writing.
* Must possess valid Minnesota Driver's License without recent significant traffic violations.
* Must pass a thorough background investigation.
* Must pass city physical and psychological examinations for this position.
