PRIMARY RESPONSIBLITIES:

The Criminal Intelligence Analyst position is responsible for providing tactical, strategic and administrative analysis using crime data and other information gathered from multiple sources to assist with the planning and deployment of police resources.  This include conducting analysis for the purpose of identifying, interpreting, and forecasting criminal activity, patterns, and trends.  Other responsibilities include collecting and maintaining criminal intelligence in accordance with federal regulations, preparing reports and other documents as needed, and conducting both internal and external presentations.   The position requires significant ability to work with and interpret data from a variety of sources.  The position also requires working closely with police officers, detectives, supervisors, other analysts, civilian staff, and personnel from other agencies. 

 

Scope of Responsibility:

 

Under the general supervision of a police lieutenant, the Criminal Intelligence Analyst position is primarily responsible for collecting, analyzing, and disseminating crime data and other information relative to public safety to the department’s command officers, supervisors and other police personnel.           

 

 

Essential Duties and Responsibilities:    

1.   Conducts comprehensive analysis of data and information and creates a variety of reporting products that can be used by department personnel for multiple purposes.

  1.1       Performs tactical and strategic analysis of the city’s crime data and criminal intelligence for the purpose of aiding in the development of strategies for crime suppression or offender apprehension. 

 

1.2       Provides administrative analysis that can be used for planning or decision-making tasks related to department operations such as resource allocation, patrol area reconfiguration, and other analysis as requested.

 

1.3       Helps ensure that collected data is accurate and reported correctly.

 

1.4       Utilizes computer equipment and software programs to enter, analyze, compile, research, retrieve, and query information from databases and computer-aided dispatch (CAD) records.

 

1.5       Prepares a variety of daily, weekly, monthly, annual, or on-request analysis reports

 

1.6       Responds to requests from command and supervisory personnel for analysis information, which may require attendance at various meetings or briefings.

 

 

2.   Provides crime and intelligence analysis in support of the department’s Intelligence Led Policing process. 2.1       Makes recommendations about how crime and intelligence analysis may be used to combat crime and address other public safety concerns.

 

2.2       Interprets information, collects and categorizes data that describes frequency of crimes as well as a variety of factors and descriptors related to crime patterns.

 

2.3.      Participates in the investigative process through analytical examination of data and intelligence, preparing demonstrative evidence products for court as needed, and identifying case linkages in support of successful prosecution.

 

             2.4       Maintains Criminal Intelligence Databases in accordance with federal regulations on Criminal Intelligence Systems Operating Policies (28CFR Part 23)

2.5       Conducts open source research and data analysis of social media for potential criminal activity and/or threats to the community.                 

 

                2.6       Prepares and disseminates actionable intelligence reports and crime bulletins in   a timely manner.  

3.  Communicates courteously and professionally and maintains positive working relationships with others in carrying out job functions.
        3.1    Frequently  interacts with department personnel, the public, vendors, and other outside representatives to exchange detailed and/or technical information;   3.2    Interaction occasionally includes negotiations involving convincing the other party to do something to achieve a basic work related objective.   3.3    Prepares for and actively participates in briefings and meetings.   3.4    Conducts presentations to a variety of audiences.
4.  Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices. 4.1     Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;   4.2     Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;   4.3     When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.

 

5.    Performs other duties and activities as assigned. MINIMUM QUALIFICATIONS:

A Bachelor’s degree from an accredited college or university that includes major course-work in statistics, crime or intelligence analysis, criminology, research methodology, computer science, or other closely related field along with two or more years of work experience within these fields is preferred.  An equivalent combination of education and experience which will provide the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position will also be considered. Placement is contingent upon passing a criminal background check and polygraph exam.  

 

Knowledge, skills and ability include:

  • Ability to collect, analyze and interpret crime data and intelligence.
  • Comprehensive knowledge of the principles, concepts, methods, and techniques of crime analysis, including the concepts of tactical, strategic and administrative analysis.
  • High level of proficiency with relational database and spreadsheet applications, computer data systems, records management systems, and mapping software programs such as Excel, Access, ArcGIS, Crystal Reports, and Crime Stat.
  • Knowledge of statistical principles, quantitative analysis, qualitative analysis, demographic and social variables that may affect public safety.
  • Ability to share information and communicate effectively, both orally and in writing, across all levels of the organization and with various individuals and groups outside of the organization.
  • Ability to handle regular exposure to crime scene materials or other public safety issues, the content of which may involve graphic content, photographs, etc.
  • Knowledge of general law enforcement operations and procedures as well as the roles and responsibilities of criminal justice system components.
  • Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Basic math skills including: addition, subtraction, multiplication, and division using whole numbers, fractions, and decimals.
  • PHYSICAL DEMANDS:

    This job is performed in a normal office environment.  Works requires use of a computer, telephone and other office equipment.  There is a high attention to detail and deadlines. The work associated with the position is generally sedentary, required to lift, carry, push, pull, or otherwise move objects, including the human body.  

     To perform the essential duties and responsibilities associated with the position, the following physical abilities are necessary; continuous upward and downward flexion of the neck, sitting for extended periods of time, repetitive use of the hands and fingers to operate computers, printers, copiers, telephones, etc., walking, standing, bending and twisting of the waist, squatting, fingering and simple grasping, reaching above and below shoulder level, talking, seeing/observing, hearing,/listening, repetitive motions.

     Sedentary Work: This job is rated for Sedentary Work, meaning that walking and standing are required only occasionally and the job involves sitting most of the time.  The incumbent must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
