POSITION DESCRIPTION:

The Equipment Operator III – Airport operates a variety of equipment used in the maintenance of airport runways. Maintenance and repair projects include repairing blacktop, hauling materials, plowing snow, deicing runways, mowing grass, maintaining grounds, etc. The Operator III is primarily responsible for operating equipment that is categorized as heavy and requiring a greater degree of skill to operate.

Scope of Responsibility:
The Equipment Operator III works under supervision of the Airport Operations Supervisor, who is often not immediately present at work sites but is typically available by electronic communications media. Work involves some risk of harm to personnel, equipment or property. Responsible for all equipment issued, which is of a high dollar value, in accordance with department policy. Provides work direction to Equipment Operators I and II and seasonal and temporary workers.

The schedule is Monday - Friday 8:00am - 4:30pm.  Additional hours are required during snow events. The season runs November 1, 2021 - March 31, 2022.

PRIMARY RESPONSIBLITIES: 1 Operates equipment including but not limited to Oskosh 4wd with 24 foot blades, motor grader, sweepers 18', front-end loader, and large blowers.

1.1 Logs daily activities including, time spent on each job, gas used, maintenance, repairs, etc. fill in gallons used on equipment;
1.2 Inspects equipment prior to operation to ensure proper fuel levels, tire pressure and overall condition are conducive to its safe operation. Reports broken parts and malfunctioning equipment to supervisor as needed;
1.3 Performs routine maintenance to vehicles such as cleaning, changing oil, greasing parts, etc.;
1.4 Helps mechanic with repairs, cleaning and inspections.
 

2 Performs airport safety and security duties including but not limited to:

2.1 Maintains runway surfaces; Applies FAA approved non-corrosive granular or liquid de-icer to runway surfaces, according to conditions;
2.2 Polices the field for litter or wind- blown debris;
2.3 Provides security support for airfield area; accompanies visitors as necessary.


3 Performs related maintenance duties for airport including but not limited to:

3.1 Collects and loads refuse from the buildings and grounds and hauls to the city dump;
3.2 Makes equipment runs with pickup truck.
3.3 Performs SAAB friction tests during difficult conditions;
3.4 While performing the same or similar work as work crew under the line of authority, serves as a team leader, assigning particular work to their co-workers using informed and independent judgment when making these assignments and ensuring the employees know and follow department and city rules as well as sound work and safety practices.
 

4 Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.

4.1 Communicates with control tower on a daily basis;
4.2 Frequently communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work related needs; occasionally interacts with others in the work unit to exchange detailed and/or technical information where the ability to explain concepts is exercised;
4.3 Conveys basic information to the public when approached with questions; occasionally interacts with vendors or across departments to exchange detailed and/or technical information.
 

5 Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

5.1 Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
5.2 Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
5.3 When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.


6 Performs other duties and activities as assigned. MINIMUM QUALIFICATIONS: The job requires a high school diploma or equivalent and four or more years of previous experience in the operation of heavy equipment, one of which must be at a level equivalent to Equipment Operator II; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid commercial driver's license (CDL Class B) with an air brake endorsement and appropriate state of North Dakota Operator's Certificate is also required.

Knowledge, skills and abilities include:

  • Knowledge of aircraft and airfield operation terminology and communications;
  • Knowledge of the proper and safe operation, servicing and maintenance of material moving equipment;
  • Knowledge of local and state laws and regulations regarding the operation of equipment;
  • Skill in the proper and safe operation, servicing and maintenance of material moving equipment;
  • Skill in written English sufficient to read traffic signs, written instructions, and prepare simple
  • logs;
  • Ability to communicate effectively in both verbal and written forms;
  • Ability to establish and maintain effective working relationships with others.

PHYSICAL DEMANDS:

Most work is performed outdoors at the airport. Work is generally very heavy and requires lifting and shoveling. There is regular exposure to multiple very disagreeable working conditions such as extreme weather conditions, dust, dirt, mud, fumes, and loud noise. There is regular exposure to hazardous chemicals and fuel, fumes, electrical hazards, moving equipment, moving aircraft and vehicles, and slippery conditions. The position is required to be on-call 24 hours, as assigned, in winter months.

Climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions.
Heavy Work: Exerting up to 70 pounds of force occasionally to move objects.
