State & Local Government Relations Manager


Position Summary: The Government Relations Manager is responsible for execution of day-to-day functions and processes of State & Local Government Relations, including meeting planning and preparation, execution of events, maintaining briefing materials. The incumbent will support the broader Government Relations team by providing writing and presentation support to the Director of U.S. Government Relations & the Chief Government Affairs Officer, including drafting letters, presentations and other communications materials intended for important internal and external audiences such as elected officials and other key stakeholders. They are expected to be a public Voice of SkyWater as you produce and facilitate briefings for important internal and external meetings and engagements. The ultimate measure for this position is their ability to manage multiple projects and generate appropriate communications materials that assist the USGR Team in enhancing SkyWater's public policy profile, succeeding with legislative & administration goals, and driving business results.


Responsibilities:

  • Build and maintain strong relationships with legislators, authorities, and heads of regulatory agencies to enhance the company's image to governmental authorities:
  • Represent SkyWater to external audiences, including through presentations at conferences, community events, meetings with policymakers and similar forums.
  • Manage reporting and evaluation data for assigned state and local advocacy efforts.
  • Communicate progress and facilitate shared understanding of advocacy metrics, strategies, tactics and impact among external and internal stakeholders, including senior leadership.
  • Maintain strong and effective relationships with partner organizations, including managing difficult conversations.
  • Provide input into and implement legislative and policy initiatives and strategies related to industry and community specific issues of interest to SkyWater at any level of government; drafts, negotiates, and advocates SkyWater positions through white papers, testimonies, public comment responses, proposed legislation, and other appropriate activities:
  • Ongoing monitoring and analysis of state legislative & local activity and stakeholder engagement.
  • Learn and understand linkages between State Government Relations and SkyWater business priorities and maintain regular communication with counterparts in various SkyWater business units.
  • Manage sophisticated tracking and reporting of state legislative and regulatory activity/strategies.
  • Expected to develop new and innovative ideas to improve U.S. Government Relations business processes.
  • Additional responsibilities and aptitudes.
  • Become an expert in our technologies and platforms to effectively advocate for positive outcomes at all levels of government.
  • Drive cohesiveness and collaboration among all components of U.S. Government Relations.
  • Attend conferences to represent SkyWater, make connections, and learn more about stakeholder needs

Required Qualifications:

Education: Bachelors' Degree

Experience and Skills:

?? 5 to 8 years of experience connected to state government and/or government relations.

?? Experience in strategic planning and project management.

?? Demonstrated ability to lead and take initiative without direct supervisory role.

?? Demonstrated ability to work across functional areas and geographies to impact goals.

?? Possess exceptional communication/interpersonal, analytical, and problem-solving skills.

?? Ability and willingness to lead presentations up to and including C-suite participants.

?? Effective time management skills.

Technology/Equipment: Proficient computer skills such as Excel, PowerPoint, Word.


US Citizenship Required: This position will require the holding of or ability to obtain government security clearance which requires U.S Citizenship.


Preferred Qualifications:

Experience and Skills:

?? Knowledge of semiconductor industry or advanced manufacturing industry.

?? Active security clearance.

?? Familiarity with Smartsheet, BGov.
