The Office of the CIO is responsible for the development, execution, and management of the BCS investment program including the development of portfolio and investment allocation strategies, along with the corresponding guidelines and policies that drive targeted returns and meet business objectives within established risk profiles and guidelines. Reporting to the Chief Investment Officer, the Director - Investment Strategist is a highly visible position within the Bank that will interact with members of senior management and several internal constituencies across the organization. This position will be responsible for monitoring market and macroeconomic developments, including monetary and fiscal policy, and constructing a market view to support the rationale of recommended investment programs. It is expected that this role will influence strategy and key decisions made within the Bank's investment organization.

Responsibilities

??? Develop and articulate original views on macroeconomic and sectoral developments, central bank policy, government bond yield curves, and financial markets more broadly that directly impact investment decisions and portfolio performance
??? Based on a thorough understanding of the macro backdrop and financial markets conditions, formulate cross-asset views that drive investment activities and the bank's asset allocation strategy while incorporating regulatory and risk management constraints
??? Conduct market and macroeconomic research including the identification of risk factors along with the relevant historical analysis affecting the outlook for financial markets
??? Partner with resources including the OCIO to ensure that the bank has a clear and coherent view of longer-term investment themes and trends and help generate investment strategies that will benefit from (or mitigate) those themes
??? Conducting independent research on varied macroeconomic and investment themes and effectively communicating research findings to the broader organization including executive management
??? Collaborate with quantitative research to coordinate the development of tools and applications to enhance the investment process including creating and maintaining a framework to drive portfolio construction, asset allocation, and capital budgeting
??? Play a leadership role in monthly strategy forums which include strategists, portfolio managers, and bank management
??? Undertake a variety of ad hoc analytical projects as needed to support the investment process
??? Serve as an independent, objective, and analytical voice on the investment team
??? Understand and adhere to the Bank's risk and regulatory standards, policies, and controls

Required Qualifications

??? Bachelor's degree in related field
??? 10+ years of total investment industry experience with at least 3-5 years of experience as a portfolio or investment strategist
??? Creative problem solver with a deep knowledge of macroeconomics, the financial markets, and the interactions of the relevant variables therein
??? Extensive experience publishing original research and interacting with portfolio managers, analysts, and traders at an investment management firm or investment bank
??? Excellent interpersonal and communication skills with the ability to explain complex issues in an understandable manner and the ability to influence others to achieve results
??? Experience in tactical and strategic asset allocation, portfolio management, credit analysis, and allocating capital across a broad range of investment asset classes
??? Strategic thought leader with proven ability to develop quantitative models and tools to support complex decision-making processes
??? Candidate should be highly numerate with a strong quantitative skills and familiarity with statistical techniques
??? Experience with portfolio optimization, managing asset allocation processes, portfolio construction, and tactical investment strategy development
??? Proficient in the use of spreadsheet, database, graphing, and presentation software with programming skills including Visual Basic for Applications (VBA) or similar expertise
??? Knowledge of and experience with a variety of fixed income asset classes
??? Proven analytical and problem-solving skills along with an attention to detail and process
??? Ability to collaborate with multiple partners across Treasury, Compliance, Finance, Operations, Legal, Audit and Risk to foster a culture of risk awareness and partnership

Preferred Qualifications

??? Master's or other Advance Degree
??? Chartered Financial Analyst (CFA) and/or Chartered Market Technician (CMT)
??? Depository institution experience in investment portfolio management, asset-liability management, interest rate risk management, credit risk management, liquidity management, and capital planning
??? Deep understanding of bank specific risk and regulatory constraints
??? Knowledge of GAAP and statutory accounting
