The successful applicant will work with a multidisciplinary team of scientists, engineers, and business professionals to integrate permitting, regulatory, legal, policy, economics, and tax perspectives with technical information and applied research related to incremental oil recovery, unconventional oil recovery, geologic CO2 capture utilization (CCUS) and storage, power generation, emissions reduction, and renewable energy systems. The successful applicant will have the innate skills and willingness to learn and be trained in regulatory, policy and permitting that involves the world-changing energy strategy of controlled underground injection and storage of CO2 from both renewable and fossil energy production sources. This position will support Class VI UIC permit development, EPA MRV Plan development, and CARB LCFS CCS Protocol permanence certification. Willing to train individuals with outstanding work ethic, team orientated attitude, and aptitude. In addition, this position will integrate policy and regulatory perspectives with technical information and applied research in oil and gas development and production. The successful applicant will bring a productive work ethic and diversity in ideas to a team of experts working in these areas.

The EERC is looking for individuals motivated to work in research and contribute to clean energy research by performing the following functions:

  • Research and contribute to projects related to energy permitting, regulatory compliance, and tax incentive programs; especially as related to geologic CO2 capture and storage, incremental oil recovery, unconventional oil recovery, enhanced oil recovery, power generation, emissions reduction, and renewable energy systems.
  • Compile information for energy regulatory documents and applications. 
  • Stay up-to-date on energy-related tax incentive program, energy related policies and regulations.  
  • Work with project teams and EERC clients to communicate strategies and implement solutions that enable prudent and economic production of fossil fuels; renewable, and alternative energy; reduce the carbon intensity of energy production; and assist stakeholders in understanding the regulatory implications of various programs. 
  • Conduct all work in accordance with specified timelines, budget, and project task manager expectations.
  • Effectively and professionally communicate, through virtual and in-person meetings, project updates, procedures, methods, and progress to stakeholders that could include internal EERC project teams, project managers, clients and external colleagues in the scientific community (i.e. conferences).
  • Prepare information to be used for briefings, technical reports, conference papers, peer-reviewed journal articles, and outreach materials to communicate technical results to clients, the public, and the scientific community.
  • Support and collaborate with EERC subject matter experts, project managers, and proposal leads in the on time, on budget quality execution of scopes of work.

Minimum Requirements

  • Bachelor's degree related to energy regulations and policy, geology, petroleum engineering or other closely related field, or a Law degree.
  • 5+ year(s) of technical work experience or equivalent training in one or more of the following energy related areas:  regulatory, policy, legislation, permitting or technical work experience in mining or fossil energy industries.
  • Experience using analytical skills in creating and reviewing reports in a geoscience, engineering or related technical field.
  • Experience working in a team environment.
  • Experience in MS Office suite, i.e., MS Word, MS Excel, MS PowerPoint, and Adobe Acrobat.
  • Applicants may be required to provide a presentation and/or a writing sample to the interviewers during the process.

Preferred Qualifications

  • Experience with North Dakota Industrial Commission rules and regulations in the energy industry.
  • Experience in Williston Basin oil and gas exploration and production.
  • Experience with the United States Environmental Protection Agency Underground Injection Control (UIC) Program.
  • Experience with projects related to permitting State or EPA UIC Class VI and/or Class II injection wells.
  • Experience deciphering or interpreting regulations.
  • Technical experience in geologic CO2 capture and storage, oil and gas development, power generation, emissions reduction, or renewable energy systems.
  • Experience evaluating oil & gas and groundwater well data from public and private data libraries.
  • Experience using analytical skills for writing abstracts, technical reports, conference papers, peer-reviewed journal articles, webpages, and outreach materials to communicate technical results to clients, the public, and the scientific community.
  • Experience in planning, reviewing, coordinating, and reporting while meeting deadlines.

Minimum Hiring Salary/Position Classification

$80,000 Annual/Exempt; Benefited; Full-time

Work Schedule

Monday – Friday, 8:00 a.m. – 5:00 p.m. with flexibility to accommodate work activities/work life balance. Travel may be required.
