For this role, we require a bachelor’s degree in finance, accounting, economics, engineering or equivalent experience. Advanced degree or professional certification helpful. Five years of experience in the utility business or related field is required. Prior regulatory experience is desired. Knowledge of regulatory rules and regulations; governing statues and legal processes; accounting rules and theory for both regulated and unregulated businesses; and analytical skills to build and use spreadsheet models is required: the ability to interact and work cooperatively and persuasively with regulators and other parties involved in the regulation of the utility industry; and demonstrated effectiveness in both written and oral communication skills.

Successful applicant will lead Regulatory’s role in the preparation and analysis of annual jurisdictional cost of service studies that determine overall utility returns and price levels for actual and forecast test years. Lead the team responsible for financial analysis related to setting rates and overall cost recovery.  Analyze issues, participate in strategy development, and provide oral and written testimony in cost recovery filings and general rate cases as appropriate. Monitor activities of state regulatory commissions and other utilities for issues that may impact Otter Tail Power Company.
